Chairman Bench called the Land Use Authority Board Meeting to order at 9:06 a.m. The meeting was held September 14, 2016 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Chairman Steve Bench, Engineer Chris Breinholt, City Manager Shawn Warnke, and City Recorder Linsey Nessen were in attendance. Director Marc Christensen and Director Paul Fulgham were excused.

1. Approval of agenda:

Motion by Engineer Breinholt to approve the September 14, 2016 agenda. Motion seconded by Manager Warnke. Vote: Chairman Bench – aye, Engineer Breinholt – aye, and Manager Warnke – aye. Motion approved.

2. New Business:

a. Discussion and consideration of a concept plan for a small commercial rental strip on 400 West – Lyle Vance

Mr. Lyle Vance stated the drawings show the building moved ten feet south. There were two different options for parking. One option has parking on the north against the fence line and the other has parking next to the building. Mr. Vance wants to know where the building will be located so he can get bids. He asked for an exception to have a nine and a half (9 ½) foot setback instead of the customary fifteen (15) feet. Manager Warnke thought the building might be too big for the site as they need to include landscaping requirements. Mr. Vance is gathering information at this time to decide if he will continue with the plans. Manager Warnke would like to see Mr. Vance’s property squared up. He can talk to someone at Utah Housing about releasing the back part of the lots. There was talk about shared and separate access and buffers.

Some of the parking in back will be tight and Mr. Vance will need to verify it with his engineer. There will need to be a seven and a half (7 ½) foot buffer and to keep parking on the side. Mr. Vance will try to match the front of the building and the landscaping with what is at Tremont Center. Manager Warnke noted there are landscape guidelines. They discussed the sewer that runs along the back but is in someone else’s property.

They discussed there must be reasonable lighting in the parking lot. Mr. Vance is planning on putting up solid fencing on three of the sides. Mr. Vance will bring a site plan the next time he comes to the Land Use Authority Board.

b. Review and consideration of a Site Plan for Box Elder County School District

The Board noted the biggest concern is drainage. Mr. Christensen said there will be seven and a half (7 ½) feet of fill under the building to help with the slope. The property will have a retention pond. The plan includes eighty bus stalls with room for another twenty stalls for employee parking. The entire property will be gated. The frontage will have curb and sidewalk and will match what the City has. The landscape plan has xeriscape and trees. The property will have a bus shop, office, kitchenette, and delivery dock. The building will also have a generator in case of extended power outage to store food for the schools. It was noted the fence will be chain link.

Motion by Engineer Breinholt to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 10:05 a.m.
