Chairman Fridal called the Tremonton Redevelopment Agency Meeting to order at 9:05 p.m. The meeting was held in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Those in attendance were Chairman Fridal, Board Members Archibald, Holmgren, Rohde, Seamons, and Vance, Executive Director Warnke, and Executive Secretary Nessen. Also in attendance were Police Chief Kurt Fertig, Fire Chief Robert LaCroix, Community Services Director Marc Christensen, and Finance Director Curtis Roberts.

1. Approval of agenda:

Motion by Board Member Vance to approve the May 4, 2021 agenda. Motion seconded by Board Member Seamons. Vote: Board Member Archibald – aye, Board Member Holmgren – aye, Board Member Rohde – aye, Board Member Seamons – aye, Board Member Vance – aye. Motion approved.

2. Approval of minutes – January 19, 2021

Motion by Board Member Holmgren to approve the minutes of January 19, 2021. Motion seconded by Board Member Rohde. Vote: Board Member Archibald – aye, Board Member Holmgren – aye, Board Member Rohde – aye, Board Member Seamons – aye, Board Member Vance – aye. Motion approved.

3. Public Hearings

Chairman Fridal called a Public Hearing to order at 9:05 p.m. to consider the adoption of the tentative budget. There were four people in attendance.

a. On consideration of adopting the Tentative Budget entitled “The Tremonton City Redevelopment Agency Tentative Implementation Budget 2021-2022 for Fund 71 RDA District #2 – Downtown and Tremonton West Liberty Foods EDA 172 for the period commencing July 1, 2021, and ending June 30, 2022

There were no public comments. Chairman Fridal closed the Public Hearing at 9:05 p.m.

4. New Business

a. Discussion and consideration of adopting Resolution No. RDA 21-02 adopting the Tentative Budget entitled “The Redevelopment Agency of Tremonton City Tentative Implementation Budget 2021-2022 for Fund 71 RDA District #2 – Downtown and Tremonton West Liberty Foods EDA 172 for the period commencing July 1, 2021, and ending June 30, 2022

Executive Director Warnke said there are two funds. One is Downtown and the other is West Liberty Foods. Right now the tax increment we collect goes toward the reimbursement of the developer. He has about $800,000 of eligible expense for reimbursement and we have reimbursed about $500,000 to date. He will submit more for our review. We are proposing some funds be appropriated to public enhancements in the downtown area, such as those for art projects. There is also a sign and façade grant that correlates with the CLG grant. That is a matching grant. For the West Liberty Foods Fund we use that balance to benefit those who have low to moderate income. There are no specific projects we regularly use these funds for. We come back to the RDA to document those through resolutions.

b. Discussion and consideration of adopting Resolution No. RDA 21-03 approving the Tremonton City Agency Report for the Tremont Center Community Development Project Area for 2020 Tax Increment Year

Executive Director Warnke said this is an annual report we are required to provide to a list of individuals and entities. This shows the tax increment the City has collected. It is relatively flat. That tax increment is based off the marginal value or the increase in property values within that district. The tax increment is based off new growth. If property tax rates do increase it would affect this revenue stream as well. Last year the CDA felt the effects of COVID so we adopted a resolution that allowed us to have two additional years because of that impact. We have the 240 building permits for Wasatch development that would be tax increment eligible, as well as Liberty Corner. Housing has a residential tax exemption that reduces the taxable value so we will not see the full value. The improvements that were done to Crump Reese Motors will also be captured.

Motion by Board Member Holmgren to adopt the resolution. Motion seconded by Board Member Archibald. Roll Call Vote: Board Member Archibald – aye, Board Member Holmgren – aye, Board Member Rohde – aye, Board Member Seamons – aye, Board Member Vance – aye. Motion approved.

c. Discussion and consideration of approving Resolution No. RDA 21-04 amending the Redevelopment Agency’s commitment to fund the Northern Utah Neighborhood Improvement Project (NUNIP) Grant, Phase 4 facilitated by Neighborhood Housing Solutions

Executive Director Warnke said this will help assist residential properties. The County has not committed yet to participate so this is just extending our commitment to fill in what has historically been done.

Motion by Board Member Archibald to approve the resolution. Motion seconded by Board Member Seamons. Roll Call Vote: Board Member Archibald – aye, Board Member Holmgren – aye, Board Member Rohde – aye, Board Member Seamons – aye, Board Member Vance – aye. Motion approved.

5. Adjournment

Motion by Board Member Seamons to adjourn the meeting. Motion seconded by Board Member Rohde. Vote: Board Member Archibald – aye, Board Member Holmgren – aye, Board Member Rohde – aye, Board Member Seamons – aye, Board Member Vance – aye. Motion approved.
