Chairman Fridal called the Tremonton Redevelopment Agency Meeting to order at 7:36 p.m. The meeting was held in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Those in attendance were Chairman Fridal, Board Members Archibald, Holmgren, Rohde, Seamons, and Vance, Executive Director Warnke, and Executive Secretary Nessen. The following Department Heads were also present: Fire Chief Robert LaCroix, Community Services Director Marc Christensen, Public Works Director Paul Fulgham, and Police Chief Kurt Fertig.
1. Approval of agenda:
Motion by Board Member Seamons to approve the January 19, 2021 agenda. Motion seconded by Board Member Vance. Vote: Board Member Archibald – aye, Board Member Holmgren – aye, Board Member Rohde – aye, Board Member Seamons – aye, Board Member Vance – aye. Motion approved.
2. Approval of minutes – December 15, 2020
Motion by Board Member Holmgren to approve the minutes of December 15, 2020. Motion seconded by Board Member Vance. Vote: Board Member Archibald – aye, Board Member Holmgren – aye, Board Member Rohde – aye, Board Member Seamons – aye, Board Member Vance – aye. Motion approved.
3. Presentation:
a. Presentation on the completion of the Northern Utah Neighborhood Improvement Project (NUNIP), Phase 3 – David Schuster, Neighborhood Housing Solutions
in attendance.
Mr. Schuster said this is the fourth phase of the rehabilitation of homes in Tremonton. Phase three was a two-year project with $345,000 of free money to help with home renovations in Tremonton and Brigham City. We completed Tremonton’s portion in eight months. Of the 10 families we helped, six were either disabled or elderly. We used $161,000 for repairs of those homes so we gave roughly $16,000 per home ($16,800 is the maximum that can be spent on one home). There are a wide variety of projects that can be done, which he explained and showed pictures of.
Mr. Schuster said last year the RDA gave me $25,000 for homes in Tremonton and Box Elder County matched that. We came in under budget and used only $21,334 of Tremonton’s money. We are helping people who need it and already have five people on the waiting list. We were approved in December to complete another 10 homes, which is why I am here asking for support again. When asked about qualifications, Mr. Schuster said they have to make less than 80% of the average medium income (family of four—$48,000) and five of the 10 families have to be either elderly (age 62) or disabled.
4. New Business:
a. Discussion and consideration of approving Resolution No. RDA 21-01 committing funds to the Northern Utah Neighborhood Improvement Project (NUNIP), Phase 4 facilitated by
Motion by Board Member Rohde to adopt the resolution. Motion seconded by Board Member Holmgren. Roll Call Vote: Board Member Archibald – aye, Board Member Holmgren – aye, Board Member Rohde – aye, Board Member Seamons – aye, Board Member Vance – aye. Motion approved.
5. Adjournment
Motion by Board Member Holmgren to adjourn the meeting. Motion seconded by Board Member Seamons. Vote: Board Member Archibald – aye, Board Member Holmgren – aye, Board Member Rohde – aye, Board Member Seamons – aye, Board Member Vance – aye. Motion approved.
