Chairman LeFevre called the Arts Council Meeting to order at 10:09 p.m. The meeting was held February 1, 2022 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Those in attendance were Chairman LeFevre, Arts Councilmembers Ellis, and Zollinger, Mayor Holmgren, City Councilmember Rohde, and Deputy Recorder Nelson.

1. Approval of agenda:

Motion by Mayor Holmgren to approve the February 1, 2022 agenda. Motion seconded by Arts Councilmember Zollinger. Vote: Arts Councilmember Ellis – aye, Arts Councilmember Zollinger – aye, Mayor Holmgren – aye, City Councilmember Rohde – aye. Motion approved.

2. Approval of minutes—June 23, 2021

Motion by Mayor Holmgren to approve the June 23, 2021 minutes. Motion seconded by Councilmember Ellis. Vote: Vote: Arts Councilmember Ellis – aye, Arts Councilmember Zollinger – aye, Mayor Holmgren – aye, City Councilmember Rohde – aye. Motion approved.

3. Business:

a. Discussion of new mural project

Chairman LeFevre said in the past we have discussed a few options and locations for a new mural. This will be the 200-year anniversary of Chief Sagwitch, but we have also discussed an Olympic mural that would feature local medalists Jay Silvester and Marlon Shirley. Arts Councilmember Zollinger said I would like to see the Sagwitch mural done this year. Councilmember Rohde agreed and suggested that as part of the unveiling and celebration they take the rock from Tremonton 1st Ward and put it at the library or somewhere it is more seen and better celebrated. It would be a cool thing to bring them both together. Mayor Holmgren said I did not know about the petroglyphs on the rock. I am not sure it would work to put them both in the same location, but they both ought to be recognized. Arts Councilmember Zollinger said we could display it with a plaque. That would be a good thing to move forward with.

Arts Councilmember Ellis said another one I would like to see is a welcome to Tremonton mural for a photo opportunity. I know this other one takes precedence, but I would like to see something like that for a draw into the mural tour. Councilmember Rohde said the City Council is bringing someone in to help with branding. That could tie into that. Arts Councilmember Ellis said we could do a community tie to that mural where we would outline the letters for Tremonton and have different groups complete those for a self-paying mural. It would be fun to get more people involved in the creation of it instead of just hiring someone.

Mayor Holmgren said I envision this picture of Chief Sagwitch with his wife. Councilmember Rohde suggested that be in the forefront with the Shoshone village in the background. We would leave it up to the artist to come up with a rendition. Arts Councilmember Zollinger said we should talk to some of the Native Americans here and make sure they have a say. Chairman LeFevre said we do not want to make it just about a person, but more about the culture. The major feature of it is to celebrate their culture. One location we are suggesting is the parking lot at Ridley’s, but there are several walls to choose from. The Arts Council agreed to go with the Chief Sagwitch mural and meeting of the rock for this year. They will work on getting the information needed to move forward.

Motion by Councilmember Zollinger to move forward with the Chief Sagwitch Mural. Motion seconded by Councilmember Rohde. Vote: Arts Councilmember Ellis – aye, Arts Councilmember Zollinger – aye, Mayor Holmgren – aye, City Councilmember Rohde – aye. Motion approved.

Chairman LeFevre said once we have their blessing, we can get a concept together and find an artist who can help bring that to life. Arts Councilmember Ellis said a celebration to unveil the mural would be nice. Mayor Holmgren said this is something the Shoshone tribe would be excited about and would likely bring some of their culture to the event. Chairman LeFevre said we could get the rock and place it by the mural for the celebration and then determine a permanent place for it. The Arts Council then discussed potential future mural ideas and locations.

4. Reports & Comments

Chairman LeFevre said the Chalk Festival has been moved to the last Saturday in June. Arts Councilmember Zollinger said I had an idea. It would be fun to put about 10 of these 3D chalk things throughout so kids can find them. They could come out of the cement or wall. Chairman LeFevre said Miranda Brighton was on the Arts Council the first year and she did something like that. We could see if she would be interested in doing that again. Councilmember Rohde suggested printing something on vinyl and sticking them on the sidewalk and walls.

Mayor Holmgren said we have a woman, Sara Mohrman, interested in being on the Arts Council if we have room. She runs a boutique here in town—The Main Street Mercantile. She is an art student who graduated from Chicago and moved here from New Orleans. We need to think about it and put it on the agenda if so.

5. Adjournment

Motion by Councilmember Zollinger to adjourn the meeting. Motion seconded by consensus of the Council. The meeting adjourned at 10:42 p.m.

Follow-up items for the Council

Arts Councilmember Zollinger will follow up with representatives from the Shoshone Tribe to get their input on the mural. The Arts Council will then pursue a location and artist for this mural.
