Chairman Lasley called the Arts Council Meeting to order at 12:10 p.m. The meeting was held March 27, 2018 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Those in attendance were Coordinator LeFevre, Chairman Lasley, Co-Chairman Zollinger, Arts Councilmember Sorensen, City Councilmembers Holmgren and Rohde (arrived at 12:15 p.m.), and Recorder Nessen. Arts Councilmember Nessen was excused.
1. Approval of agenda:
Motion by Co-Chairman Zollinger to approve the March 27, 2018 agenda. Motion seconded by Councilmember Holmgren. Vote: Chairman Lasley – aye, Co-Chairman Zollinger – aye, Arts Councilmember Sorensen – aye, City Councilmember Holmgren – aye, City Councilmember Rohde – aye. Motion approved.
2. Approval of minutes: March 15, 2018
Motion by Co-Chairman Zollinger to approve the March 15, 2018 minutes. Motion seconded by Councilmember Sorensen. Vote: Chairman Lasley – aye, Co-Chairman Zollinger – aye, Arts Councilmember Sorensen – aye, City Councilmember Holmgren – aye, City Councilmember Rohde – aye. Motion approved.
3. Business:
a. Follow-up Discussion of Art Soiree
Chairman Lasley said he has lined up a ukulele performance on the night of the soiree from 6 to 6:30 p.m. At 6:30 p.m., he will introduce the Arts Council. He said he needs a list of the members and a sentence for each. He will talk for 10 to 15 minutes and then turn the time over to Coordinator LeFevre to talk about the City portion and why the Arts Council was started. Coordinator LeFevre said Laurel Cannon Alder from the State will be the guest speaker. She will talk about other rural communities and what they have done with their arts councils, what has been successful, and why they are so important for communities. She will also explain what the State can provide to local artists. She will have a PowerPoint presentation and will provide the equipment, but we will set it up for her. We have the building at the fairgrounds reserved from 3 until 8:30 p.m., on Thursday, March 29. The Council will meet there at 3 p.m., to help set up. We do not have any other entertainment planned. Co-Chairman Zollinger said she has talked to Julie about coming to sing, but it will depend on her schedule. A podium and microphone will be set up.
Chairman Lasley asked what the guidelines are for artists who would like to set up a display. Co-Chairman Zollinger asked if they will each have a table. Coordinator LeFevre said there are plenty of tables and there is going to be plenty of room for them to display their work. Co-Chairman Zollinger asked if chairs will be setup for people to listen to the speaker. Coordinator LeFevre said yes, it is going to be a social gathering with circle tables and chairs, along with some standing room behind that where people can watch. Chairman Lasley asked if we have a list of whom we are expecting. Coordinator LeFevre said we need to finalize that. Andy Marchant is a photographer who is bringing some of his work. Councilmember Rohde is bringing his boat. Chairman Lasley will setup a table with a few paintings, as well as Councilmember Nessen. Co-Chairman Zollinger said she would setup a table. Lisa from Bear River Heritage has talked to Coordinator LeFevre about this and is going to share it with her people. She talked about barn quilts that she could potentially bring. Chairman Lasley said he would give Karen at the museum a call to see if they would like to setup a table. Gary Brantner, who does anima is also coming. Councilmember Holmgren said he talked to Tom Howard and wondered if he could take a few minutes to talk about some of the things he is doing in Salt Lake City. He is an artist who is from here. Coordinator LeFevre said he could go after him, but before Laurel. Co-Chairman Zollinger said she would contact someone who does cupcakes. Councilmember Sorensen said she would bring some of her sewing projects.
Chairman Lasley said we need to be sure we do not just let this go toward fine arts, we need to make sure that it is more than that. Co-Chairman Zollinger asked what we have not featured. Coordinator LeFevre said he made up a questionnaire with different types of art mediums to help with the art directory. Councilmember Sorensen said she would talk to high school teacher Matt Hyde about ceramics and have either him or one of his students bring some of their work. Co-Chairman Zollinger asked if they have someone coming for theater. Chairman Lasley said he would talk to Karen to see if they could put something together. Co-Chairman Zollinger asked about Val Lewis for his sculptures. Councilmember Holmgren said he would talk to him. Coordinator LeFevre said the questionnaires will be put on the tables so we can get contacts and as much information as possible to see what people are interested in and asked if there are any more to add or to take away. Councilmember Rohde said that is a lot—it is awesome. Chairman Lasley said it is a good start. Co-Chairman Zollinger asked about having someone who landscapes attend. Councilmember Rohde suggested Calls’ Nursery or USU landscaper Bill Varga. Councilmember Holmgren said he would talk to him, but thought his would be more of a presentation, not just bringing a display. He also suggested a resident who does cross-stitch. Co-Chairman Zollinger suggested Cody Roche for his yarn and said she would talk to him. During the event, we will have post-it notes for people to make suggestions by the wall going up the stairs. Coordinator LeFevre said he would get a few easels from the Senior Center. We will display their ideas, such as the Plein Air that Councilmember Nessen is over, along with the chalk art festival and local theater. Councilmember Rohde said we need to push the 150th anniversary of the Golden Spike next year. We could ask attendees to come up with ideas on things we could do for that celebration.
Chairman Lasley asked about refreshments. Coordinator LeFevre said he would get some Gossner cheese to have with crackers, grapes, and water. He has contacted Gossner’s to see if they will donate the cheese, but has not heard back from them. Councilmember Holmgren said he knows a guy and will follow-up with that. Coordinator LeFevre said he would create a sign-in sheet so we know everyone who attends. Chairman Lasley asked about the art facilities at the high school and what kind of access the community has there. Councilmember Sorensen said she would ask. Co-Chairman Zollinger said Aaron Alexander does ceramics and has a kiln. She would talk to him about coming. Coordinator LeFevre said he talked to Vicky Rhodes, but she has something going on until 6 p.m., that night. Chairman Lasley asked about the dance organizations. Councilmember Sorensen said she knows the owner of Tanglewood and would talk to her. Councilmembers talked more about photographers and wondered if we could get a videographer to attend.
b. Discussion of Request for Proposal (RFP) for murals
Coordinator LeFevre said Councilmember Nessen has already been commissioned to do a mural by Allred’s and will be busy with that this summer. This proposal is for a new mural. We need to receive the funding for that, then we will put and RFP out. Chairman Lasley asked how this process works. Coordinator LeFevre said we get the funding in place and have already put in for a $7,500 grant. Then we put an RFP out for artists. The artist selects a wall and what art they want to do. We have a few forms to give notice, but Coordinator LeFevre said we should put it out with the Utah Artists to get the word out. Chairman Lasley said he has heard that people do not hear about it and we need to make a better effort in town to get the word out. Coordinator LeFevre said there have to be more mural artists than Councilmember Nessen in the area, but we have no idea who they are. The RFP will help us find them.
Councilmember Rohde asked if anyone can paint the side of their building. Coordinator LeFevre said yes, it is your own property and you can do whatever you want. It just cannot be obscene. We are public government so we have to go through a process. So we get the RFP, then we select a site and mural. We then take it to the City Council and they approve it. We have to get the easements and then the artwork is able to start. Councilmember Rohde said it would be cool to put 3D art on the side of his building even though it is kind of hidden. Councilmember Holmgren said that is the idea behind this, to have it kind of hidden so people have to go looking for it. Coordinator LeFevre said other cities that have mural boards or arts council, have rules and regulations in their bylaws. Bear River Reality did the home mural and paid Councilmember Nessen to do that. We as a City promoted it. With the help of City Manager Warnke, Coordinator LeFevre will start putting the RFP together. Coordinator LeFevre said he saw an RFP go out for a mural in Salt Lake County on one of the malls and it has a list of requirements. They already have the wall decided and what they want, but then people have to submit proposals on what they want there within the qualifications. They also explain their timeline for submission deadline, when the artist needs to be chosen, and when the mural needs to be completed.
4. Reports and Comments
Coordinator LeFevre said Manager Warnke has talked about the CLG and wants this Council to be that committee or to have a sub-committee under us. It needs to be a five-person board and might be good to have an engineer or architect on it. This item will be on the agenda for the next meeting, in two weeks on April 10 to take a vote.
Co-Chairman Zollinger said she had someone suggest having a restaurant in town showcase and sell art from different artists, such as paintings and photography. Councilmember Rohde said he does that in his store, Studio R. Co-Chairman Zollinger said it would be nice for people to know that. Coordinator LeFevre said Old Town Pocatello does an art walk every Friday. Different businesses in town do an open-mic night with painting and sales. The Grille started having a vocal artist in their new enclosed patio area. Councilmember Sorensen said she knows someone who does the paint nights where people can go to a location and learn to paint a picture for a fee. Coordinator LeFevre said the directory that we compile would help us move forward with things like this.
Chairman Lasley said he would talk to Karen to see if she wants to get the museum building put on the national registry or not. Next meeting we will talk about the grant for improvements. Chairman Lasley asked if there are any other buildings besides the barn that is on the registry in town and if it has to be on the registry to qualify. Co-Chairman Zollinger said it has to be on the register for improvements, for the COG to give you money. Chairman Lasley asked what kind of stipulations there are if you get it on the registry and what you can do to your building. Coordinator LeFevre said we have been trying to work with Jim and Dave’s gas station to get funding for the sign. The building was originally built in the 50s, they added the car wash in the 70s, and the oil in the 60s. It has different eras, but it has been upgraded too much and does not qualify. Co-Chairman Zollinger said the museum is a good starting place.
5. Adjournment
Motion by Councilmember Rohde to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 12:48 p.m.
