Chairman LeFevre called the Arts Council Meeting to order at 10:05 p.m. The meeting was held March 6, 2020 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Those in attendance were Chairman/Manager LeFevre, Councilmembers Ellis (via zoom), Holmgren, Rohde, and Deputy Recorder Nelson. Councilmember Zollinger was excused.

1. Approval of agenda:

Motion by Councilmember Holmgren to approve the March 8, 2022 agenda. Motion seconded by Councilmember Rohde. Vote: Councilmember Ellis – aye, Councilmember Holmgren – aye, Councilmember Rohde – aye. Motion approved.

2. Approval of minutes—No minutes to approve at this time.

3. Business:

a. Discussion of mural project for 2022

Councilmember Holmgren said I talked to Darren (a representative for the tribe) and discussed our idea for the mural of Chief Sagwitch. He seemed like there was no issue, but we better show them the picture we want to use and see if they feel comfortable with it and go from there. Chairman LeFevre said the image would be set around the tribe and the artist would create their rendition, but we could create a concept. We need to determine a location and pick an artist. We could set up a discussion with the tribe for our next meeting. We will have a concept with the heritage and then the artist could interpret that and create something. Councilmember Holmgren said I think it would be neat if it was on Main Street or in a prominent area.

Councilmember Holmgren said Darren had no issue with the mural, but he seemed to have an issue with the petroglyph. They might decide to allow us to keep it here or they may take it back to where they got it. Councilmember Rohde said that makes no sense to put it back outdoors and let it go to waste. It would get destroyed. Councilmember Holmgren said true, but it is theirs so we better have a plan. It would be cool to be with the mural somehow. It would be more beneficial for the tribe if it remained here and would provide them with recognition.

b. Discussion and consideration of Main Street events – Sara Mohrman from the Main Street Mercantile

Chairman LeFevre welcomed Mrs. Mohrman. He said she approached us and discussed potential options. We determined having her go through this committee would be the best option. Mrs. Mohrman said I own Main Street Mercantile where we sell local artisan goods. I have been trying to find a way to promote local artists, as well as bring traffic to Main Street and get people to shop in town. I look at Midland Square every day and the idea of a farmer’s market sounded like a great opportunity. That would bring people to Main Street and would support our farmers, artisans, and makers. We could bring in bands and dance studios to have the youth perform in a community event. This could be done monthly with local businesses and food trucks. We need things to bring the community together. Having this event regularly could heal some tension in the community and at the same time support businesses. There could also be a kids’ craft to encourage families to attend. It could be something simple to really embrace the arts here. We could do this from May to October on the same weekend every monthly. On that week we would go downtown to shop and eat food. It creates routine. We could get WIC involved, which is something Brigham City has done. Everyone in the community could participate even those on a tight budget. There would be fresh fruits and veggies with WIC from local farmers and gardeners. There would not be a lot of cost involved other than promoting and marketing. The idea is that local businesses would support the event to cover costs and then would not have to pay to participate. The only concern with not having people pay is that they may not show up and then we would empty space. There could be a $10 table fee.

Chairman LeFevre read through the Arts Council description and purpose. He explained that something like this would help them accomplish their goals. Councilmember Holmgren said the fall is a fun time for pumpkins and other stuff. We could have a contest and allow people to plant their pumpkins, which would involve the youth, and then at the last event they could see who had the biggest pumpkin. We could also do tomato starts. Chairman LeFevre asked Councilmember Holmgren to reach out to farmers and gardeners to gage their interest. Councilmember Rohde said maybe you could offer to anyone, who has a City business license, a free table. We want to show the locals we are willing to support them as well. Councilmember Holmgren said maybe our farmers would not want to man it, but we could contract with them to help sell their stuff.

Chairman LeFevre said we would have to shut down 100 West and talk with the Health Department to see if they have any requirements. Councilmember Ellis said the chalk affair vendors were frustrated last year with the number of people who attended compared to the time they put into it. I love the idea, but how can we make it more beneficial to them. The Council agreed to start getting people on board and to promote the events monthly.

Motion by Councilmember Rohde to go forward with this idea. Motion seconded by Councilmember Holmgren. Vote: Councilmember Ellis – aye, Councilmember Holmgren – aye, Councilmember Rohde – aye. Motion approved.

Chairman LeFevre said let us get a committee together that we can work with and brain storm ideas. Then we will have a little army to go forward with and advertise to make it happen.

c. Discussion of Midland Square chalk affair

Chairman LeFevre said we have changed this event to the last Saturday in June. This might be something we work around with the farmer’s market. People would look forward to this if we spread it out. With the chalk affair events I am not sure if there would be room to do it at the same time. We could have people there with live music as well. We need to come up with a theme and get that advertised. Councilmember Rohde said I would suggest you do two the month of June. We could tone it down a bit. We would do the chalk affair and then the farmer’s market. Both would have food trucks.

Mrs. Mohrman said if we do the first week of the month then in July there would be a lot of people who stay in town and have families for the 4th of July. We could have hot dogs and burgers and really play that up. It would be neat to have different vendors every time. A lot of vendors in my store are interested. May is a time when people are itching to get outside, it would be a good opportunity for that. Chairman LeFevre said we could shoot for the first Saturday of the month. We will work on a theme for the chalk affair and start posting flyers. Councilmember Rohde suggested an Indian theme because of the tribe mural that is being planned.

5. Adjournment

Motion by Arts Councilmember Rohde to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 10:52 p.m.

Follow-up items for the Council

Councilmember Holmgren will setup a meeting with the Shoshone Tribe to discuss their ideas for the mural and petroglyph in their next meeting. He would also contact local farmers and gardeners to see if they would be interested in a farmer’s market.

The Council will begin work on the chalk affair event. They still need to determine a theme and get flyers posted.
