Chairman LeFevre called the Arts Council Meeting to order at 10:06 p.m. The meeting was held April 14, 2022 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Those in attendance were Chairman LeFevre, Arts Councilmembers Ellis, Holmgren, Rohde, and Mohrman, and Deputy Recorder Nelson. Arts Councilmember Zollinger was excused.

1. Approval of agenda:

Motion by Arts Councilmember Holmgren to approve the April 14, 2022 agenda. Motion seconded by Arts Councilmember Ellis. Vote: Arts Councilmember Ellis – aye, Arts Councilmember Holmgren – aye, Arts Councilmember Mohrman – aye, Arts Councilmember Rohde – aye, Arts Councilmember Zollinger – absent. Motion approved.

2. Approval of minutes—February 1, 2022 and March 8, 2022

Motion by Arts Councilmember Ellis to approve the February 1, 2022 and March 8, 2022 minutes with the correction of title for Arts Councilmember Holmgren. Motion seconded by Arts Councilmember Mohrman. Vote: Arts Councilmember Ellis – aye, Arts Councilmember Holmgren – aye, Arts Councilmember Mohrman – aye, Arts Councilmember Rohde – aye, Arts Councilmember Zollinger – absent. Motion approved.

3. Business:

a. Discussion of mural project for 2022

Chairman LeFevre said Arts Councilmember Holmgren and I drove around looking at walls for the Shoshone mural project to create something to celebrate their culture and heritage. The proposed wall is on the back corner of the old Greer’s building. It has two walls, a short one then it wraps around the back alleyway. We thought it would be a good location because it is kind of hidden away, which could make some space for the petroglyph. It would not be in the way and could be incorporated. A few other options include the local glass building. It is more visible, but there is nothing wrong with having people explore the town to find things. Arts Councilmember Rohde said it would be on the back of the building? I do not like the back at all. I think that is a disservice to them. If we put it there no one will see it. I personally do not like it. When asked about the Jeppesen building, Chairman LeFevre said that would be next to the candy bomber mural and we are redoing the Veterans Memorial so we might want to keep that area with the veteran theme. There are also two buildings behind Don’s Furniture. Arts Councilmember Ellis said (the Weese Glass building) next to Soda Fixx’s drive thru would get a lot of traffic. Chairman LeFevre said the other one would be further west, the old tractor dealership. This was my first thought years ago when we started talking about this. Arts Councilmember Rohde said I like the Weese Glass building, that has a lot of exposure. When asked about the petroglyph, Arts Councilmember Holmgren said the tribe still has not come to a decision on that, but the mural is no problem. Arts Councilmember Rohde said the library would be an ideal location for the petroglyph. The Arts Council agreed the best location for the mural would be on the Weese Glass building. Chairman LeFevre said we will work toward getting easements for a mural at this location. Arts Councilmember Rohde will contact Mr. Weese to see if he is still okay with a mural on his building.

Motion by Arts Councilmember Holmgren to pursue this location. Motion seconded by Arts Councilmember Ellis. Vote: Vote: Arts Councilmember Ellis – aye, Arts Councilmember Holmgren – aye, Arts Councilmember Mohrman – aye, Arts Councilmember Rohde – aye, Arts Councilmember Zollinger – absent. Motion approved.

b. Discussion of Farmers Market

Chairman LeFevre said I have been working with Arts Councilmember Mohrman on the Farmers Market. We have a webpage with a few things for artisans. Arts Councilmember Mohrman said we have a good amount of applications already in and there are people with gardens and baked goods wanting to participate. The produce will be more abundant on Labor Day weekend. I encouraged them to sign up with starters. They do not have to come with a full table. The first few months will be more your baked goods and artisans, while the last half will be more produce. We have placed flyers everywhere. The Women’s Civic League has offered to help the day of the event. Chairman LeFevre said we have applications on the webpage for vendors and entertainment. We could get local dance companies or theater groups. This one could be themed around Mother’s Day. Arts Councilmember Ellis suggested reaching out to the schools to do a performance. Chairman LeFevre said that would be great for Mother’s Day. Arts Councilmember Mohrman said we will do a kids craft. We have discussed doing a planter they can paint then put dirt and a seed in them to give to their mom and help it grow. I have wood stakes I have made that say, “Thank you for helping me grow.” We are planning for 40. That would be an easy last minute Mother’s Day gift and to get kids out of the house. This will be the first Saturday of the month from 10 a.m. to 2 p.m. at Midland Square and will go from May until October. A lot of food trucks are booked already, but I will follow up with them. Once people see it is bringing traffic it will be worth their effort. Chairman LeFevre said we talked about giant pumpkins and handing out those seeds. Arts Councilmember Holmgren said we could get the seeds, that would be a fun thing for kids to do. Then we could do a contest in the fall of some kind. Arts Councilmember Mohrman said we could have a booth with merchandise that is City oriented. Like a tote bag so people can shop, but that also helps to market Tremonton. Or even t-shirts. Potentially, City Councilmembers could work the booth and spend time getting to know the community in a casual manner.

c. Discussion of Midland Square Chalk Affair

Chairman LeFevre said we are moving forward with the Chalk Affair on June 25, the last Saturday of the month at Midland Square. We talked about doing a theme around the Shoshone tribe to go along with the mural—Respect, Honor, and Pride. I update the rules and forms to go along with that and will start pushing that out this week.

4. Reports & Comments

Chairman LeFevre said we have not heard anything about the yarn bombers this year so I am not sure if it will happen or not. Arts Councilmember Mohrman said if you want to do flyers for any of our events I can put them in my store window. I will make sure people are aware and get other businesses on Main Street involved. Arts Councilmember Ellis said for the pumpkin contest we should have age categories. You could also provide tips along the way.

5. Adjournment

Motion by Arts Councilmember Ellis to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 10:49 p.m.

Follow-up items for the Council

Chairman LeFevre will work toward getting easements for the mural at their proposed location. He would also reach out to the local schools to see if they would do a performance for the Mother’s Day themed Farmers Market.

Arts Councilmember Rohde will contact Mr. Weese to see if he is okay with a mural on his building.

The Arts Council will start advertising for the Chalk Affair Event in June.
