Chairman Lasley called the Arts Council Meeting to order at 12:17 p.m. The meeting was held April 24, 2018 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Those in attendance were Coordinator LeFevre, Chairman Lasley, Co-Chairman Zollinger, Arts Councilmember Sorensen (joined electronically), City Councilmembers Rohde, and Deputy Recorder Nelson. Arts Councilmember Nessen and Councilmember Holmgren were excused.
1. Approval of agenda:
Motion by Councilmember Rohde to approve the April 24, 2018 agenda. Motion seconded by Councilmember Zollinger. Vote: Chairman Lasley – aye, Co-Chairman Zollinger – aye, Arts Councilmember Sorensen – aye, City Councilmember Rohde – aye. Motion approved.
2. Approval of minutes: April 17, 2018
Motion by Councilmember Rohde to approve the April 17, 2018 minutes. Motion seconded by Councilmember Zollinger. Vote: Chairman Lasley – aye, Co-Chairman Zollinger – aye, Arts Councilmember Sorensen – aye, City Councilmember Rohde – aye. Motion approved.
3. Business:
a. Future events Discussion – Chalk Art
The Council looked at the flyer they came up with. Councilmember Lasley said we need to decide where we are going to distribute it and who is going to take it where. Councilmember Zollinger said when we take the flyer what type of things do we need to mention or are there any questions we need to address such as when it needs to be done and what size of poster? Councilmember Rohde said we could scan any of their art in and blow it up. If they draw it on an 8×11 paper we can change it to any size we want. The Council came up with a list of schools they want to involve including Bear River Middle School, Bear River High School, Century Elementary, Athenian Academy, North Park Elementary, Alice C. Harris Intermediate, Garland Elementary, Fielding Elementary and McKinley Elementary. Councilmember Zollinger said she would take flyers to Fielding, Garland and Alice C. Harris. Councilmember Sorensen said she would take some to the middle school and high school, as well as McKinley. Councilmember Lasley said he would stop at Athenian Academy, North Park and Century. He suggested they deliver them today or tomorrow.
Coordinator LeFevre said I have not been able to find an artist, but he found a group of artists he’s trying to collaborate with. North Ogden holds an event for cancer awareness called, Chalk It Up North. They have one coming up soon and I am trying to get a hold of them since they are the closest ones around. Councilmember Lasley said is there a conflict at Midland Square on May 19? Coordinator LeFevre said it is not really a conflict because it works out for us. The Tremonton Fest will be held on May 19 as well with businesses and vendors. Councilmember Lasley said we could get a lot of people at the chalk art demonstration if we piggyback on that. Coordinator LeFevre said we have worked out a booth space right on Main Street. We will have it for free by helping advertise for both events. Councilmember Lasley said anything we can do for publicity is good. We have to get as many people involved as we possibly can. Councilmember Rohde said any of the printing we need, I will donate just put me as a sponsor (Studio R).
Councilmember Lasley said what have we found out about material? Coordinator LeFevre said the chalk they use is Koss Artists Soft Pastels in a set of 24. You can blend these and they are professional style chalk. I found them for $10 on Amazon. Councilmember Rohde said he uses Google’s shopping page to find good deals. He found a set of 48 for $15.99. Coordinator LeFevre said that is going to be a lot of colors. Councilmember Zollinger asked how brilliant the colors are. Coordinator LeFevre said they are good. You can blend anything with that set of 24. What most places do is charge an entry fee of $20 and participants get a t-shirt and bag with some kind of swag. He said they would also pick out their spot during registration and have either a 5×5 or 6×6 base to work with.
Councilmember Lasley said what kind of a prize are they working for? Coordinator LeFevre said they would have different categories, such as children 0-12, teen 13-17 and adult 18 and up. For first place they could give a $100 visa card and $50 for second place, depending on the age group. They would also be allowed to work in teams and split the prize. Councilmember Lasley said they would put all of this information on the poster after the winner is selected. All we are asking them for is an image and we can add the rest later. I think the t-shirt and bag are a great idea. Coordinator LeFevre wondered how many bags they would need and said the City has extras from previous events that they could likely use. Councilmember Lasley said the $20 entry fee would be fine for adults and teenagers, but that is not going to work for kids. Councilmember Rohde said I think we need to keep it as low as possible this year. Let us wait until we start to build it up. Coordinator LeFevre said if we pre-purchase these and they do not sell then we will have a lot left over. For t-shirts we would have a design that could be used for different events for a few years.
Councilmember Rohde said why not buy six sets of 64 and make those available for people to grab and draw with during the event. We could have them share. Councilmember Lasley said you can wipeout a piece of chalk fast. It can be gone before you even block anything out. The chalk does not last that long. Coordinator LeFevre said that’s especially true with black and white. Koss does sell a pack that is three black and three white. Those are the ones that go the fastest. Councilmember Zollinger said people might want a color that is used or gone. I think the kids would like their own chalk. Councilmember Lasley said we could let the kids come and use our chalk and give them areas for free. Coordinator LeFevre said the kids would not need the pastel chalk they could bring their own. Councilmember Lasley said the prizes for the kids could be ribbons, while the adults who are paying an entry fee could have a bigger prize. Councilmember Rohde said he could make and donate a couple glass plaques for awards. Councilmember Lasley said we do not want to make it prohibiting to kids because then they will not be able to do it. The adults could pay a $15 entry fee. Councilmember Zollinger added that they would need to buy a $5 kit, for a total of $20. If they want to buy chalk from us they can. Councilmember Lasley suggested they spent $100 to obtain 10 boxes of chalk (24 piece kit). They would have a $10 entry fee and sell the chalk to participants for $10, $20 total. The entry fee does include a t-shirt. He suggested a generic shirt that would have something to do with the meeting of the rails, but could be used for another event. Councilmember Rohde said maybe the poster we choose would have a good picture we could put on there. When asked about the cost of shirts, Coordinator LeFevre said the 2XL shirts cost more and the more colors they use will drive the cost up. The more we order the cheaper we can get them for. If we order over 100 shirts then it costs about $5 for a basic white tee with one color. Councilmember Lasley said it depends what the City is willing to do. We could put out $100 for t-shirts and have the t-shirt be the draw.
Councilmember Zollinger said are we giving something to the winner of the poster? Coordinator LeFevre said they could get a set of chalk and free entry. Councilmember Rohde said t-shirts are $4.50 apiece and with sublimation they could do any colors they want. Councilmember Lasley asked about turn around time? Councilmember Rohde said it depends on how many they would need. He would like to include the shirt shack if possible. The advantage of sublimation is that color is not an issue—they just stamp it on and it is permanent. I will ask them and if not then I can do them. Coordinator LeFevre said the only problem with them is that they would still have to turn a profit. Councilmember Lasley also suggested they give a free t-shirt to first, second and third place at each school for the poster contest even though they will only use the first place poster.
Coordinator LeFevre said who is going to judge? Councilmember Rohde said the Arts Council would. Coordinator LeFevre said often times there is a professional artist who helps judge, as well as one person from the City Council and two local celebrities. Councilmember Lasley said this time let us have the Arts Council just take care of it. Let us get the flyers out and get this started. We need to have a contact person from each one of the schools who can let us know how many people are interested in participating. We can tell them we have to have them handed in by May 18. Councilmember Rohde said they can advertise it to the schools and should add it to their Facebook page. Councilmember Zollinger suggested including Vicky Rhodes’ art classes as well. She said she would talk to her.
Councilmember Lasley said we will have a first, second and third place winner for grade school, high school and adults for the poster design. Coordinator LeFevre said we need to have them by May 18 and councilmembers would pick them up from the schools. They will announce the winner on May 19. Councilmember Lasley asked about their booth and how it would be ran. Coordinator LeFevre said they would have a display right in front and not much else besides that. Councilmember Lasley said are we going to let them do some work on the sidewalks during the demonstration in conjunction with the Tremonton Fest? Coordinator LeFevre said there will not be much room to do that. Councilmember Zollinger said they could go home and try their skills on their own sidewalk. Councilmember Rohde said but we talked about letting them do some while the artist is teaching them. That would help them learn. I do not think we want to let them do it by the statues though—we do not want chalk all over them. Councilmember Zollinger said would we go beyond the square? Councilmember Lasley said they have popups all the way around and had at least 20 vendors last year. Councilmember Rohde asked if there are booths along the wall by the mural, which there is. Coordinator LeFevre said the whole square is full. Councilmember Lasley said it is a good idea to do it this way because then we will get people in there who might not be there otherwise. We need to get an artist—that would really help. Councilmember Zollinger said if we cannot get someone could Councilmember Lasley do it? Councilmember Lasley said he could help. Councilmember Rohde said Councilmember Lasley and Councilmember Nessen could both help.
The Arts Council will meet at 12:15 p.m. on May 8. Councilmember Lasley said we will discuss staffing, who will do the demonstration and how many sets of chalk to purchase.

Motion by Councilmember Zollinger to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 12:50 p.m.

Follow-up items for the Council
The Council was to take the flyers to different schools in the area within a day or two. Councilmember Zollinger would go to Fielding, Garland and Alice C. Harris. Councilmember Sorensen planned to go to the middle and high schools, as well as McKinley. Councilmember Lasley would stop by Athenian Academy, North Park and Century.
Coordinator LeFevre is working on getting a hold of an artist, as well as buying 10 of the pastel chalk kits for $10 apiece.
Councilmember Rohde will make and donate a couple glass plaques for prizes. He plans to donate other printing as needed. He will talk to the shirt shack about printing and if they cannot he will print them at his shop (Studio R).
Councilmember Zollinger is going to talk to Vicky Rhodes so they can involve her art classes.
