Chairman Sorensen called the Arts Council Meeting to order at 3:43 p.m. The meeting was held March 11, 2021 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Those in attendance were Chairman Sorensen, Arts Councilmembers Ellis and Zollinger, City Councilmember Holmgren (arrived at 3:54 p.m.), Manager LeFevre, and Deputy Recorder Nelson. City Councilmember Rohde was excused.

1. Approval of agenda:

Motion by Arts Councilmember Ellis to approve the May 11, 2021 agenda. Motion seconded by Arts Councilmember Zollinger. Vote: Chairman Sorensen – aye, Arts Councilmember Ellis – aye, Arts Councilmember Zollinger – aye. Motion approved.

2. Approval of minutes—No minutes to be approved at this time.

3. Business:

a. Discussion of Arts Festival

Manager LeFevre said the event would be held June 26. Vendor and entertainment applications have been made up and need to go out to the public. We are not charging for that this first year. We will set up a portable stage in front of the water feature. We discussed having an art night and sketch workshop. I wonder if Dave Lasley would be interested in that. We would have a kids’ zone where they can craft and paint rocks. It would also be fun to have a big coloring sheet for a kids’ mural (4×16 feet). We would put it on plywood and display it somewhere indoors. There will also be yoga in the park that morning. We discussed an outdoor art gallery in conjunction with the photo contest. Pictures would be printed from people’s phones and displayed. We need to work up the rules and details, as well as the cost if applicable for any of these events. We need art vendors and several food trucks.

Manager LeFevre said we need someone over the art gallery and finding artists. We have the printer for the mobile photo contest. We have everything for the Chalk Affair and currently have 25 participants. That will start at 7 a.m. and go until 4 p.m. Judging will happen from 4 to 5 p.m. with awards at 5:30 p.m. They will create on the sidewalk around the outside of the square. There will be live entertainment throughout the day and the night will end with a concert at 7 p.m. People will bring their own chairs and blankets. Yoga will be at 9 a.m. and at noon, there will be food trucks. The stage entertainment will start then too. The kids’ zone and vendors will start at noon. A paint in the park event will be held at 1 p.m. and 6 p.m., with the sketch workshop at 3:30 p.m.

Chairman Sorensen would be in charge of the kids’ zone. She said we are trying to get the high school drama kids to help run that. Arts Councilmember Zollinger would be in charge of the paint classes. Chairman Sorensen said you would find an instructor to teach participants how to paint a picture. They would pay a fee and follow them step-by-step. Arts Councilmember Zollinger said she knows Stephanie DeFilippis, who does this all the time. She will see if she can teach both sessions. They will determine pricing for that later. Arts Councilmember Ellis, who will be participating in the chalk art event, could also oversee that, as well as the food trucks. Councilmember Holmgren will oversee the entertainment. Manager LeFevre said we have a stage entertainment application for anyone who wants 15 minutes to do something—like an open mic. night. That starts at noon and will be 15-minute blocks, but people could take two slots. There will be no cost this year to participate. The main concert would start at 7 p.m.

Chairman Sorensen said we could put the local art vendors where they can be seen and the food trucks in the back because people will actively seek them out. We will want about three food trucks. Councilmember Zollinger said they have a food truck that cooks burgers. The Council agreed on that as well as another food truck and one that provides dessert. Councilmember Holmgren would talk to Dave Lasley about helping with the sketch workshop. Manager LeFevre said he would talk to Councilmember Rohde about the kids coloring page and have him help get things ready for the photo contest and art gallery. Since he will not be there the day of the event, I can help man it.

b. New business

Manager LeFevre said there is a yarn-bombing group that puts yarn all over trees and lampposts for Yarn Bombing Day. This adds color and vibrancy to an area. They will do this at Midland Square on June 11 so we hope it still looks good for our event.

Chairman Sorensen confirmed that the sculpture would be ready by Memorial Day. Are we doing an unveiling? Manager LeFevre said on May 31, Councilmember Holmgren will be speaking at the cemetery for part of the program. The Reflections group will sing and there will be veterans. Councilmember Holmgren said the sculpture ought to be dedicated. It will be ready on May 17 and the gold star will be about 15 inches. A blue star represents those who are or have served in the military. If that person dies then they get a gold star. I learned the gold star is placed over the top of the blue star so there is the gold star with a trim of blue. I talked to Artist Doug Adams about that and he is adding a blue trim around it. I think there is significance in that. Manager LeFevre said they would get together and figure out the program. Councilmember Holmgren also mentioned nearly 70 trees that have been planted over the last year and how they have helped increase the beauty of the cemetery.

Chairman Sorensen informed the Arts Council that she is stepping down as chairman because she is moving in June. I will still help with the arts festival. The Council expressed their appreciation for all her efforts. Manager LeFevre said you have been a great asset to the community. Councilmembers need to come up with ideas of people who could be involved and help fill her shoes. We also need to elect someone on the Council as chairman.

5. Adjournment

Motion by Councilmember Holmgren to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 4:29 p.m.

Follow-up items for the Council

Councilmembers will work on their assignments for the upcoming Art Festival. They will also consider people who could be a good addition to the Arts Council.
