Manager LeFevre called the Arts Council Meeting to order at 3:51 p.m. The meeting was held June 8, 2021 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Those in attendance were Arts Councilmembers Ellis and Zollinger, City Councilmember Holmgren, Manager LeFevre, and Deputy Recorder Nelson. Councilmember Rohde was excused but joined via phone from 4:02 p.m. until 4:07 p.m.

1. Approval of agenda:

Motion by Arts Councilmember Zollinger to approve the June 8, 2021 agenda. Motion seconded by Arts Councilmember Ellis. Vote: Arts Councilmember Ellis – aye, Arts Councilmember Zollinger – aye, City Councilmember Holmgren – aye. Motion approved.

2. Approval of minutes—April 13, 2021 & May 11, 2021

Motion by Arts Councilmember Ellis to approve the April 13, 2021 & May 11, 2021 minutes. Motion seconded by Councilmember Holmgren. Vote: Arts Councilmember Ellis – aye, Arts Councilmember Zollinger – aye, City Councilmember Holmgren – aye. Motion approved.

3. Business:

a. Discussion of Arts Festival

Manager LeFevre led the Arts Council through the day of the festival. There will be yoga in the morning. Check in for the chalk art event is from 7 to 9 a.m., which goes until 4 p.m., with judging at 5:30 p.m. The festival actually starts at noon. The kids’ zone will have a mural type coloring page that is printed and placed on a board. Scott Olsen with the Zender Benders wants to do the concert from about 7:30 to 9 p.m. Other performances will be happening on that stage throughout the day. Several vendors have voiced interest. We also have the burger food truck and Miranda’s Empanadas interested in attending. We could find a drink and dessert truck, too.

For the two art sessions, Arts Councilmember Zollinger said she has talked to Stephanie DeFilippis who does paint nights regularly. Manager LeFevre said we need to find out where to get the canvas boards and their cost, as well as the paint and determine a limit on participants. Councilmember Zollinger said Mrs. DeFilippis knows where to get those. I will work with her to see what she needs. Deputy Recorder Nelson suggested she come to the City and show them what supplies will be needed so they can buy them through the City’s Amazon account, tax-free.

Manager LeFevre called Councilmember Rohde to ask about the coloring page for the kids’ mural. We will attach that paper to plywood. How big can you print? The Council agreed on a 4-foot by 16-foot print. Councilmember Rohde was asked to create that and he said he would with some direction from the Arts Council. Manager LeFevre said I will send you the link so you can see a picture of it and will work with you on that.

Councilmember Holmgren asked about compensation for the performers. Manager LeFevre said everyone who has signed up so far just wants to perform. The City will pay for the supplies that Ms. DeFilippis needs and she will teach it. The performers are there to provide an opportunity for people and give them exposure. They have 15-minute blocks to sign up for, but can pick more than one. Most are selecting a 30-minute block to perform.

The Council asked about having another meeting to finalize everything before the event. Manager LeFevre will be out of town, but can meet via phone if needed. He said I am worried about the mobile photo contest and the art gallery. I do not think that is going to happen this year. Everything else is coming along. I think it will be good. We will have music and the chalk art—those are big things. Councilmember Ellis suggested a booth or board with a QR code so people can provide feedback and what they would like to see next year. Councilmember Holmgren suggested they meet on Wednesday, June 23. Manager LeFevre said they will borrow a stage from the fairgrounds and will confirm that power is working at Midland Square. I will work on finding more vendors.

Arts Councilmember Zollinger asked if particpants of the paint night would sit on the lawn or have chairs? Manager LeFevre said we could provide chairs and tables. There will also be tables for those eating from the food trucks. I have fliers you can all hand out to help promote the event, as well as posters throughout town. I will contact Tanglewood Studios to see if they want to do a dance performance. It would also be nice to have someone do poetry. Arts Councilmember Zollinger said Mrs. DeFilippis could do three sessions if needed instead of the sketch workshop. Times would be 1 p.m., 3 p.m., and 5 p.m. Manager LeFevre said find out what she wants to do for the images and we can put them out there. We could even do a kids’ one in the middle and come up with themes. The Council agreed to allow and plan for 20 particpants per session.

Manager LeFevre said, as you all know Chairman Leisl Sorensen has moved. We need to replace her on the Arts Council and appoint a new chairman. Think of people and next time we meet come ready to vote. A few names that were thrown around were Stephanie DeFilippis and Gloria Rudd. Manager LeFevre reminded the Arts Council that Gloria Rudd and her group would be yarn bombing downtown on June 11. Let us try to get everything nailed down so I can make a schedule of events by the weekend and we will start advertising.

5. Adjournment

Motion by Arts Councilmember Zollinger to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 4:31 p.m.
