Co-Chairman Zollinger called the Arts Council Meeting to order at 12:06 p.m. The meeting was held March 6, 2018 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Those in attendance were Co-Chairman Zollinger, Arts Councilmember Nessen, City Councilmembers Holmgren and Rohde (arrived at 12:09 p.m.), Coordinator LeFevre, and Deputy Recorder Nelson. Chairman Lasley and Councilmember Sorensen were excused.
1. Approval of agenda:
Motion by Councilmember Holmgren to approve the March 6, 2018 agenda. Motion seconded by Councilmember Nessen. Vote: Co-Chairman Zollinger – aye, Arts Councilmember Nessen – aye, City Councilmember Holmgren – aye, City Councilmember Rohde – aye. Motion approved.
2. Approval of minutes—February 20, 2018
Motion by Co-Chairman Zollinger to approve the February 20, 2018 minutes. Motion seconded by Councilmember Nessen. Vote: Co-Chairman Zollinger – aye, Arts Councilmember Nessen – aye, City Councilmember Holmgren – aye, City Councilmember Rohde – aye. Motion approved.
3. New Business:
a. Discussion of planning of Art Soiree
Coordinator LeFevre said the first thing they will do is have an Arts Soiree on March 29. All artists from the Bear River Valley are invited to this meet and greet, which will help create a directory. The Council also needs to work on creating an inventory of all the art in the area and resources available to them. They will obtain input and ideas from these artists and see what they would like to have happen. They plan to get the word out using Facebook, signs, the Leader and by sending out a mailer in the Tremonton City bill. The Council was also asked to invite the artists they know. Coordinator LeFevre said this includes the whole Bear River Valley, but all the art will be located in Tremonton and that is where the funding is coming from.
The Council talked about a few local artists and having them contact others. Councilmember Holmgren said he would get the fair book so they have contacts for all those involved in the art categories. He would also talk to Tom Howard, who is from here, to see if he would be willing to come up and give suggestions during the soiree. Coordinator LeFevre said it would be a good idea to have a guest speaker, round table discussions, ideas displayed on the wall, as well as space for new ideas, to be voted on. They also suggested a display to represent all arts, including performing arts, fine art, musical arts and literary arts. Like the SDAT (Sustainable Design Assessment Team) event, artists could walk around and answer questions. Councilmember Rohde suggested having some kind of poster that showed their intent for this committee. We really have to push the arts—this is huge. Councilmember Holmgren suggested having the artists bring things to display their local art, including Chairman Lasley, Councilmember Nessen and Councilmember Rohde. Co-Chairman Zollinger said they could hang posters from the Main Street Playhouse.
Co-Chairman Zollinger asked about their budget. Coordinator LeFevre said this is considered a community event so they will take money from that fund. Co-Chairman Zollinger suggested including those in culinary arts to help provide refreshments. They would be compensated, but given a chance to showcase their work. Coordinator LeFevre said they should have someone in charge of each display. Their problem will be determining how many people will be in attendance since it could be a big range. He will talk to the Utah Arts Museum Department to get professionals who could attend and talk about the importance of art in a community and provide a guest speaker. To sum up, Coordinator LeFevre said the soiree would be more of a social gathering. There will be a sign in book so artists can leave their contact information and what they are involved in. They will have the idea boards to vote on and have someone in charge of the different art displays. Val Lewis could bring some of his sculptures to help with a display, as well as McFarland Photography.
Some of their first events will be chalk art and the Field of Remembrance. Councilmember Rohde said he would like to see the Arts Council take over the city booth at the fair and center it on the Council and local artists. Co-Chairman Zollinger brought up the Plein Art event in Moab. In Tremonton it could be a weekend event with artists having the week to complete their work. During that festival they could include the chalk art with the Plein Art pictures on display and available for purchase, along with prizes. An entrance fee would help sustain the event. There would not be an age limit, but there would be different categories. They agreed June would be a good time, so kids can do the chalk art in collaboration with the library’s summer reading program. They could also have food in the park and include those in the culinary arts. They plan to create subcommittees to help with these events. Coordinator LeFevre said the Arts Soiree could get people interested in those committees.
b. Follow up discussion on Flag Mosaic
This May they plan to have the flag memorial with Vicky Rhodes’ classes, as well as the other local schools and 4-H participate. Each square will be painted by a different person (about 250 participants) and will need to be completed in March and April. Afterward the Council will work on a calendar and come up with activities for the rest of the year. The Art Soiree will be for March and the flag mosaic will be in May in conjunction with Memorial Day. The pictures for the flag will be done on paper and laminated or on wood boards with a clear coat (about 10 inches by 10 inches). They will likely be displayed on the red Bowcutt’s building west of Midland Square. Coordinator LeFevre said they would try to make this an annual event. They agreed to put Chairman Lasley in charge of it since he has done one previously. In June they plan to hold the Plein Air festival, which Councilmember Nessen will spearhead, along with Coordinator LeFevre. They will collaborate something with City Days for July and then something with the fair in August.
The next meeting will be held on Tuesday, March 13, at noon to finalize details on the Art Soiree.

Motion by Councilmember Rohde to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 12:52 p.m.

Follow-up items for the Council and City Staff
Chairman Lasley will be in charge of the flag mosaics.
June 4 is the Movie in the Park, along with the Summer Reading Program. The Council will shoot for the Plein Air this same week. Councilmember Nessen will spearhead the event and collaborate with Coordinator LeFevre.
Each member of the Arts Council was given assignments for different artists to contact.
Coordinator LeFevre will send out reminders for meetings in text and email. He will also make an event on Facebook for the Art Soiree.
