Chairman Seedall called the Development Review Committee Meeting to order at 9:34 a.m. The meeting was held February 18, 2026 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Chairman Seedall, Assistant Director Beecher, Engineer Breinholt, Director Mackley (arrived at 9:51 p.m.), and Deputy Recorder Lannefeld were in attendance. Councilmembers Brent Jex and Kristie Bowcutt were also in attendance. Manager Nessen was excused.

1. Approval of agenda:

Motion by Chairman Seedall to approve the February 18, 2026 agenda. Motion seconded by Assistant Director Beecher. Vote: Chairman Seedall – yes, Assistant Director Beecher – yes, Engineer Breinholt – yes, Director LeFevre – yes, Director Mackley – absent, Manager Nessen – absent. Motion approved.

2. Approval of minutes— January 7, 2026 & January 21, 2026

Motion by Engineer Breinholt to approve the minutes stated above. Motion seconded by Assistant Director Beecher. Vote: Chairman Seedall – yes, Assistant Director Beecher – yes, Engineer Breinholt – yes, Director LeFevre – yes, Director Mackley – absent, Manager Nessen – absent. Motion approved.

3. New Business:

a. Discussion of Final Plat Application—Aspen Ridge North with Dominic Rogers

Chairman Seedall said we need to make sure the engineering checkups are good. We do not really need to make a motion for approval. We will just see if there are any other comments for him to address. Engineer Breinholt said you still have to have the handicap ramps even with a rollback curb at the trail crossing. There is the bridge and fencing along there. I just want to make sure that is going to be solid. It will be part of your escrow. Mr. Rogers said we are trying to get this wrapped up. There is a time constraint on the bridge. We are trying to get that squared away as soon as possible because if not, the whole project stops. He then reviewed their progress on culinary and secondary water in the area. Engineer Breinholt confirmed this is the property south of McKinley Elementary (600 South). Clarify the public and private ownerships on the plat. I know it is on there, but I want it to be clearer. They discussed Phase 1 and lighting within the area. Engineer Breinholt said it would be really helpful for me to do the escrow summary before you record. Send me your estimate so I can do the initials. I will then deduct all the work that has been completed.

The following items were discussed out of order.

b. Discussion of Plat Amendments—Ben Johnston for Parkview Subdivision

Engineer Breinholt said the right-of-way was originally planned in the wrong place or the house was built in the wrong place. This is just a fix. Mr. Johnston said they planned for the road to extend through here, but it was never put in. Between the City and the school district, they moved the road down here, but this road was never vacated. The plat was never changed. We want to dedicate it and make it official and then vacate this portion so these guys can get it back in their name. They would split these parcels up correctly. Right now, they cannot do that because they have a road planned where their house is. Director Mackley said we appreciate your efforts on this. Mr. Johnston said it has been a paper trail. Once done, I will come back for a boundary line adjustment for these parcels so we can move them off the building lines and clean those pieces up.

c. Walk-ins:

Mr. Johnston also discussed parking in front of 55 South Tremont Street with Todd Thornley. Mr. Thornley said we are trying to make our property more marketable for a retailer or office space. We are trying to increase the parking. Currently, there are five parking spaces on the south end of Tremont Street in front of our property. We would like to change that parallel parking to angled parking. That would almost double the parking there. Mr. Johnston said we would like to cut some of the curb back for angled parking in the front. Engineer Breinholt said we have to be careful or you will end up with no sidewalk. There is parking in the vicinity. You probably have more access to parking here than a lot of other places downtown. Mr. Thornley said we have talked to businesses that are interested in that space, but parking is the concern. Chairman Seedall said that area can get backed up with that drive-thru and angled parking would make that even harder. My concern is all the angled parking, that is a nightmare for those backing out or turning right. Mr. Thornley said that is part of our challenge with the drive-thru, it takes our parking because they are stacking up in the street.

They discussed potential layout and flow of the angled parking out front. The Committee agreed this was a possibility and something that is needed for this area. They asked for a sketch of how it would flow. There would also be a tree that would need to be removed. Engineer Breinholt said it would be helpful to see a drawing of the whole layout, including the width of the road all the way across to this side, with the travel lanes, parking and everything.

Motion by Chairman Seedall to adjourn the meeting. Motion seconded by consensus of the Committee. The meeting adjourned at 10:13 a.m.
