Chairman Seedall called the Development Review Committee Meeting to order at 9:35 a.m. The meeting was held October 16, 2024 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Chairman Seedall, Manager Cobabe, Engineer Breinholt, and Deputy Recorder Lannefeld were in attendance. Director Fulgham, Inspector Seaman and Director LeFevre were excused.
1. Approval of agenda:
Motion by Manager Cobabe to approve the October 16, 2024 agenda. Motion seconded by Chairman Seedall. Vote: Chairman Seedall – yes, Manager Cobabe – yes, Engineer Breinholt – yes, Director Fulgham – absent, Director LeFevre – absent, Inspector Seaman – absent. Motion approved.
2. Approval of minutes— September 18, 2024
Motion by Engineer Breinholt to approve the minutes stated above. Motion seconded by Chairman Seedall. Vote: Chairman Seedall – yes, Manager Cobabe – yes, Engineer Breinholt – yes, Director Fulgham – absent, Director LeFevre – absent, Inspector Seaman – absent. Motion approved.
3. New Business:
a. Discussion and review of preliminary plat for Envision Estates – Ben Steele, Visionary Homes
Chairman Seedall said we have the plat and site plan. They have added the restroom, for the large building with climate control. I saw the changes in the landscape which work. When asked about sewer, Mr. Flint said it will be a pump station. Engineer Breinholt said we need to do an easement. The City owns that access and needs to give you an easement. I do not see any other issues. I think everything on my list was checked as far as receiving it. Chairman Seedall said we will review this. I appreciate the photos and lighting plan.
Motion by Chairman Seedall to approve, pending they get the access easement coordinated. Motion seconded by Manager Cobabe. Vote: Chairman Seedall – yes, Manager Cobabe – yes, Engineer Breinholt – yes, Director Fulgham – absent, Director LeFevre – absent, Inspector Seaman – absent. Motion approved.
b. Discussion of Rivers Edge Master Development Agreement with the Triio Group—Nic Porter
Chairman Seedall said we have three packets from Rivers Edge and the master plan outlined with detail. We also have their site plan. Mr. Porter said we have adjusted some roundabouts because the original design did not meet City code. We also reworked the way utilities went. Manager Cobabe asked how many units overall? Chairman Seedall said five units an acre so about 500. There will be homes and multi-family with a mix of apartments and townhouses. Manager Cobabe said I would like to see a phasing portion. Engineer Breinholt said where are you at with UDOT? Mr. Porter said we should be good to go. They have bought off on it and are not requiring the light. They have another traffic impact study required when we hit a certain unit count before the light gets triggered. Engineer Breinholt said there is a gap in the sidewalk between their entrance and the other. We ought to complete that at some point. We do need extra right-of-way for the sidewalk. Chairman Seedall said we could do an agreement where you install it and get reimburse. Mr. Porter said yes, we would be happy to do that.
Chairman Seedall said we have the master plan so we can start approving Phase 3 and will look through those and give our comments. Engineer Breinholt said my comments on the last one were pretty minor. Chairman Seedall said are you constructing the park amenities or is that something the City is doing? Mr. Porter said the City is doing that. Previous City Manager Shawn Warnke showed me renderings, but he hired a firm to lay out the park. Chairman Seedall said thi is pending comments from Engineer Breinholt and the City for the Phase 3 submittals.
c. Walk-ins: There were no walk-ins.
4. Comments/Reports:
Engineer Breinholt asked about 1200 South, Rocket Road. Chairman Seedall said I called the title teller yesterday and have been trying to figure out that loose end. Engineer Breinholt said the Canal Company claims 50 foot off their center line or a 100-foot-wide easement for maintenance. That overlaps into our right-of-way. That is not memorialized, but they say they are protected by State law. Manager Cobabe said show me the law and I will believe it. I am not arguing the point, I just would like to see the law. Engineer Breinholt said me too, I would like to know the legality for this. We can build the road because we are not going to put sidewalk on that side. It is going to be a trail so we do not want to put sidewalk on both sides of the bridge. We can skip the sidewalk through there. They say we have to give them an easement to cross into their 100-foot buffer, but we will be working in our right-of-way. We would not be impeding their ability to work on the canal. So why do we have to give an easement? Manager Cobabe said they have to be willing to work with us, too. Engineer Breinholt said I would suggest not worrying about the canal company. Let us get the easement memorialized for the other property and if we could get something from the canal company that would be great. We can work within our easement or right-of-way.

Motion by Chairman Seedall to adjourn the meeting. Motion seconded by consensus of the Committee. The meeting adjourned at 10:03 a.m.
