Chairman Seedall called the Development Review Committee Meeting to order at 9:31 a.m. The meeting was held November 6, 2024 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Chairman Seedall, Manager Cobabe, Engineer Breinholt, Inspector Seaman (arrived 9:34 p.m. via Zoom), and Deputy Recorder Lannefeld were in attendance. Director Fulgham and Director LeFevre were excused.
1. Approval of agenda:
Motion by Chairman Seedall to approve the November 6, 2024 agenda. Motion seconded by Engineer Breinholt. Vote: Chairman Seedall – yes, Manager Cobabe – yes, Engineer Breinholt – yes, Director Fulgham – asbsent, Director LeFevre – absent, Inspector Seaman – yes. Motion approved.
2. New Business:
a. Discussion and consideration of Ron Keller Tire Site Plan Application—Justin Campbell
Mr. Campbell said we have discussed aligning the road and right-of-way with the trucking company. We have scheduled landscape and are starting the retention area. Engineer Breinholt said this is the existing right-of-way north of you. We want to extend that straight down. There is 38 feet, that gives you a 45-foot curb radius, which is a UDOT requirement. There is a five-foot road dedication out front. It seems to me that was done with the USDA subdivision. Chairman Seedall said the City just adopted changes to the landscape ordinance to be in line with the State’s conservation. Those standards are in the landscaping requirements. We will have to see about the right-of-way dedication and the building may have to slide a bit. Even with that 14-foot dedication, for the building setbacks, your storm drain is impacted, but I think the 25 is still good. Engineer Breinholt said it is just 2000 West that we are lining up. That is the right-of-way north of this property. Mr. Campbell said do we need to have it resurveyed from the submittal? Engineer Breinholt said we will need a plat. Manager Cobabe said did you talk to UDOT about the location of your driveway? Mr. Campbell said it is a shared one with USDA. It is already in place. Engineer Breinholt said I think we need to look at the 62-foot access. It widens up at 75. I am not sure where our code allows it to go that wide. I think that is in the Public Works standards. Mr. Campbell said we are going to have a covered area for them to work on tires, but the flow would be great to line that up with the semis pulling through there. We will get this cleaned up and back in.

Motion by Manager Cobabe to adjourn the meeting. Motion seconded by consensus of the Committee. The meeting adjourned at 9:44 a.m.
