Chairman Bench called the Land Use Authority Board Meeting to order at 9:00 a.m. The meeting was held May 31, 2017 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Chairman Steve Bench, Engineer Chris Breinholt, Director Paul Fulgham, City Manager Shawn Warnke, and Deputy Recorder Cynthia Nelson were in attendance. Director Christensen was excused.

1. Approval of agenda:

Motion by Director Fulgham to approve the May 31, 2017 agenda. Motion seconded by Chairman Bench. Vote: Chairman Bench – aye, Engineer Breinholt – aye, Director Fulgham – aye, Manager Warnke – aye. Motion approved.

2. Approval of minutes: May 24, 2017

Motion by Director Fulgham to approve the minutes of May 24, 2017. Motion seconded by Manager Warnke. Vote: Chairman Bench – aye, Engineer Breinholt – aye, Director Fulgham – aye, Manager Warnke – aye. Motion approved.

3. New Business:

a. Final Review for Sorensen Subdivision

The Board discussed the need for a secondary access. Chairman Bench noted he has the description but he does not know if it is an easement or a dedication. Engineer Breinholt noted there should be a drawing of the plot. Chairman Bench will check with Brian Lyon about getting descriptions. Manager Warnke would like to make sure 500 North is completely dedicated. There was discussion about the need for Jay Stocking to sign the plat if he still owns property for protection strip. It was noted there are no irrigation laterals shown to the lot. The Board needs the road plat, the ditch flow, and information regarding protection strip owned by Mr. Stocking. There was an error in the legal description (bearing).

Motion by Engineer Breinholt to approve the final for this subdivision. Motion seconded by Manager Warnke. Vote: Chairman Bench – aye, Engineer Breinholt – aye, Director Fulgham – aye, and Manager Warnke – aye. Motion approved.

b. Preliminary-Final Review for Chadaz Estates Phase 3B

Manager Warnke reviewed his notes including street lights and fencing around canal. The Board needs the plans for the bridge. They need to make sure the corners and curbs are pinned. Manager Warnke would like to see the landscape plan and how it will address the transition between their development on the south and the existing apartment. There was discussion about weed barrier and rocks in the right-of-way.

Motion by Director Fulgham to approve Chadaz Estates Phase 3B for preliminary approval. Motion seconded by Manager Warnke. Vote: Chairman Bench – aye, Engineer Breinholt – aye, Director Fulgham – aye, and Manager Warnke – aye. Motion approved.

c. Site Plan Review for 60 South 800 West – Marc Allred

This item was not discussed.

d. Walk ins*

6. Adjournment:

Motion by Engineer Breinholt to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 9:36 a.m.
