LIBRARY BOARD TRAINING
6:00 p.m.

Rachel Lenahan, from the Utah State Library, gave a presentation on the purpose of library boards, Utah law requirements, code of ethics, intellectual freedom, board member roles, advocacy, policies, strategic planning for the future, and library recertification.

BEAR RIVER VALLEY CONSORTIUM MEETING

Garland Chairperson Kami Kaufman called the Bear River Valley Consortium Meeting to order at 6:41 p.m. The meeting was held at the Garland City Office at 72 North Main Street, Garland Utah. Those in attendance were Garland Mayor Linda Borne, Garland Director Linda King, Garland Board Chairperson Kami Kaufman, Garland Board Members Wanda Branson, Merinda Brighton, Marci Cox, Alysse Monson, Deon Miller, Tremonton Library Director Kim Griffiths, Tremonton Board Vice Chairperson Becca Ashby, Tremonton Board Secretary Alysia Chapman, Tremonton Board Members Moroni Aguilar, Julie Beagley, Rick Jeppesen, Annette Macfarlane, Tremonton Librarian-Secretary Rebecca Jeppesen, Tremonton Lead Librarian Kori Williams, and Rachel Lenahan from Utah State University.

1. Welcome

Garland Chairperson Kaufman opened the meeting, and all attendees introduced themselves.

2. Approval of Agenda

Nobody had any questions, so the agenda was unanimously approved.

3. Discuss Circulation and Overdue Policy

Tremonton Library Director Griffiths will change “school age” to “5 years.” The Garland Library Board will discuss the policy and let Tremonton Library Director Griffiths know about any other changes that they would like to include. Both library boards will need to approve the revised policy.

4. Discuss Summer Reading Party

The library boards discussed activity and food ideas for the Opening Summer Reading Party, which is scheduled from 4:00 – 7:00 p.m. on June 2, 2023. The theme is “All Together Now.” Staff members and community members from Tremonton and Garland will meet together to discuss and finalize plans.

5. Adjourn the Bear River Valley Library Consortium Meeting and convene the Tremonton Library Board Meeting

Nobody had any other things to discuss, so the meeting was unanimously adjourned.

The meeting adjourned at 7:15 p.m.

TREMONTON LIBRARY BOARD MEETING

Vice Chairperson Becca Ashby called the Tremonton Library Board Meeting to order at 7:17 p.m. The meeting was held at the Garland City Office at 72 North Main Street, Garland Utah. Those in attendance were Library Director Kim Griffiths, Tremonton Board Vice Chairperson Becca Ashby, Tremonton Board Secretary Alysia Chapman, Tremonton Board Members Moroni Aguilar, Julie Beagley, Rick Jeppesen, Annette Macfarlane, Tremonton Librarian-Secretary Rebecca Jeppesen, Tremonton Lead Librarian Kori Williams, and Rachel Lenahan from Utah State University.

Vice Chairperson Ashby opened the meeting.

2. Approval of Agenda

Nobody had any questions, so the agenda was unanimously approved.

3. Approval of Minutes from October 19, 2022

Nobody had any corrections, so the minutes were unanimously approved.

4. Public comments: This is an opportunity to address the Library Board regarding your concerns or ideas. Please limit your comments to three minutes.

Rachel Lenahan complimented the Tremonton City Library, which provides above standard library services, despite being a small town.

5. New Business

a. Review 2023 Strategic Goals

The Tremonton Library Board reviewed and discussed the 2023 Strategic Goals.

b. Discuss new Strategic Plan for 2024-2026

The Tremonton Library Staff, library board, and community members will identify Strategic Plan goal suggestions for the next three years. The library board will vote on them in the October Board Meeting.

6. Unfinished Business

a. Vote on Internet Usage Policy

Motion by Board Member Macfarlane to approve the Internet Usage Policy. Board Member Aguilar seconded the motion. Vote: Vice Chairperson Ashby – aye, Secretary Chapman – aye, Board Member Aguilar – aye, Board Member Beagley – aye, Board Member Jeppesen – aye, Board Member Macfarlane – aye. The motion carried.

b. Update and Discussion about Library Building Fund

Board Member Aguilar will determine special areas to include in a future library (play area, indoor garden, meeting rooms, etc.) It was suggested that the library staff put together statistics to show how much the library benefits the community (value of books checked out, free clubs, etc.)

7. Board Reports

a. Library Director’s Report

In October, 50 individuals attended a Family Cookie Decorating activity, 125 children participated in a children’s Halloween Search and Find, and 8 teens attended a Halloween Costume Party.

In November, 76 children participated in a Thanksgiving Search and Find, 80 children made Take & Make Crafts, 50 individuals posted Thankful Leaves, and 7 teens attended a Making Reels and Donut Activity.

In December, 50 children made Take & Make Grinch crafts, 50 children contributed to an Ornament Tradition, 80 children colored Christmas pictures, 20 children completed Preschool Packets, and 430 patrons attended the Community Holiday Party.

In January, 8 children signed up for the Coding Club.
