The Tremonton Library Board Meeting was called to order by Chairperson Carol Jones at 7:12 p.m. The meeting was held in the Tremonton City Offices at 210 North Tremont Street, Tremonton, Utah. Those in attendance were Library Director Kim Griffiths, City Council Representative Connie Archibald, Chairperson Carol Jones, Vice Chairperson Oria Burningham, Board Secretary Lisa Unsworth, Board Member Diane Francom, Board Member Melodie Ashby, Board Member Megan Wheatley, and Librarian-Secretary Rebecca Jeppesen.

1. Welcome

Chairperson Jones opened the meeting.

2. Approval of Agenda

Motion by City Council Representative Archibald to approve the Agenda. Vice Chairperson Burningham seconded the motion. Vote: City Council Representative Archibald – aye, Chairperson Jones – aye, Vice Chairperson Burningham – aye, Board Secretary Unsworth – aye, Board Member Francom – aye, Board Member Ashby – aye, Board Member Wheatley – aye. The motion carried.

3. Approval of Minutes from January 15, 2020

Motion by Board Member Wheatley to approve the Minutes from January 15, 2019. Board Secretary Unsworth seconded the motion. Vote: City Council Representative Archibald – aye, Chairperson Jones – aye, Vice Chairperson Burningham – aye, Board Secretary Unsworth – aye, Board Member Francom – aye, Board Member Ashby – aye, Board Member Wheatley – aye. The motion carried.

There were no public comments.

5. New Business

a. Introduce New Board Members

Director Griffiths introduced Connie Archibald, who will be the board’s City Council Representative, and Board Member Diane Francom. The two new board members, Eric Shelly and Diane Francom, were approved at the Tremonton City Council Meeting on Tuesday night.

6. Unfinished Business

a. Vote on Virtual Reality Policy

The virtual reality equipment includes two Oculus Go headsets and one Oculus Quest headset. The Oculus Quest has a Star Wars light saber game that uses two hand-held remotes and will require an 8’ x 8’ space to accommodate arm movements. These devices will mostly be used for outreach programs at the Senior Center, with the goal of exposing all youth to new technologies. However, individuals may reserve the testing room. Parents must sign waivers for teenagers. The time allowed has been changed to 15 minutes at a time, instead of the original 30 minutes. The library is hoping to purchase educational games and career training programs, such as learning how to repair cars. At the end of the month, a STEM day spotlighting these devices will be hosted at the Senior Center, where the Oculus Quest will be hooked up to a television so that other people can see what’s happening.

Motion by Board Member Ashby to approve the Virtual Reality Policy. City Council Representative Archibald seconded the motion. Vote: City Council Representative Archibald – aye, Chairperson Jones – aye, Vice Chairperson Burningham – aye, Board Secretary Unsworth – aye, Board Member Francom – aye, Board Member Ashby – aye, Board Member Wheatley – aye. The motion carried.

b. Discuss Summer Reading Party

The Summer Reading Theme for 2020 is “Imagine Your Story”, which includes fantasy fables, tall tales, and mythology. The library is planning to host a Renaissance Fair for the kick-off party, including jousting with foam noodles. The library staff will have everything outlined for the next library board meeting and will need lots of volunteers to run all the activities. It will take place on May 29, which is the last Friday of the month. We will be combining with the Tremonton Youth Council again, who will do a traditional chalk paint war and hose-down by fire trucks. The kids had a blast doing it last year. The party will run from 5 – 7 p.m., and the youth council will probably go another hour. Director Griffiths is hoping to show the movie “Abominable”, afterwards.

Several board members expressed concerns over use of modern technologies, such as the QR reader activity at last year’s party. Director Griffiths said that it would not be used at this year’s party. Board Member Wheatley and Vice Chairperson Burningham expressed concerns over using online registration and reported that the confusing online program last summer prevented their children from participating. Board Secretary Unsworth reported that her older children had understood how to use the computer and had really liked reporting their reading online. Board Member Ashby observed that last year’s online registration was better than the previous year’s, but reported that the reading expectations for the youngest children were too difficult to complete. Director Griffiths explained that online registration facilitates tracking usage and completion statistics, but she plans to provide better screen shots to help patrons understand how to use the online reading program. Director Griffiths definitely thinks the library needs to have a separate program for children who are five and under.

The library will sell hot dogs again. City Council Representative Archibald agreed for the Tremonton City Council to grill hot dogs, which will be sold with drinks and chips for $2. She suggested checking to see if Pepsi would come out and provide drinks. City Council Representative Archibald volunteered to get the word out about the summer reading party, into all the local schools.

7. Board Reports

a. Library Director’s Report

During the last three weeks, since our last board meeting, 10 adults attended an Adult Photo Organization class, 15 teens learned about publishing books and making book trailers from author Travis Douglas, and 27 individuals participated in a Girls No Limits NGCP car activity.

9. Adjournment

Motion by Board Secretary Unsworth to adjourn meeting. Board Member Francom seconded the motion.
