Chairman Capener called the Planning Commission Meeting to order at 5:36 p.m. The meeting was held May 12, 2020 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah and via Zoom. Chairman Capener, Commission Members Eberhard, Greener, Janssen, Sorensen, City Councilmember Rohde, Zoning Administrator Bench, and Deputy Recorder Nelson were in attendance. Commission Members Fowler and Stokes were excused.

1. Approval of agenda:

Motion by Commission Member Greener to approve the May 12, 2020 agenda. Motion seconded by Commission Member Eberhard. Vote: Chairman Capener – aye, Commission Member Eberhard – aye, Commission Member Greener – aye, Commission Member Janssen – aye, Commission Member Sorensen – aye. Motion approved.

2. Approval of minutes—April 14, 2020 & April 28, 2020

Motion by Commission Member Eberhard to approve the April 14, 2020 & April 28, 2020 minutes. Motion seconded by Commission Member Greener. Vote: Chairman Capener – aye, Commission Member Eberhard – aye, Commission Member Greener – aye, Commission Member Janssen – aye, Commission Member Sorensen – aye. Motion approved.

Chairman Capener called a Public Hearing to order at 5:37 p.m. to receive input on the amended Moderate Income Housing Plan and proposed zone change. There was one person in attendance.

3. Public Hearing:

a. To receive public input for amended Moderate Income Housing Plan and a proposed zone change of property from Commercial Highway (CH) to Residential Multi-Family (RM-16), property is located at 1720 East Main including parcel

Chairman Capener declared a conflict of interest and there were no public comments. Chairman Capener closed the Public Hearing at 5:38 p.m.

4. New Business:

a. Discussion and consideration of amended Moderate Income Housing Plan and a proposed zone change of property from Commercial Highway (CH) to Residential Multi-Family (RM-16), property is located at 1720 East Main including parcel

Administrator Bench said City staff discussed this and felt satisfied with it. This is the formal public hearing and we can answer questions if the Commission has any before making a recommendation to the City Council. This shows the Banham Subdivision site plan, which includes the 12 existing townhomes in east Tremonton, along with the proposed area for future townhomes (12 more units). They will have another access to Main Street so there would be two. They will do the proper parking and revamp the pond to clean it up and make it look good. This takes that whole parcel of property (1.5 acres) and finishes it out.

Administrator Bench said the reason for the change is not only so they can build additional townhomes where the Commercial Highway zoning did not allow it before, but this would also make the Mountain View units conforming. Commission Member Greener said it looks like it would be a good fit to go with those other ones, but I am getting a little concerned on how many apartments we are building. I am not seeing a whole lot of big, expensive houses. Is that going to turn around? We have made a lot of allowances for apartments and small homes. Are we going to balance this out with some residential homes? Chairman Capener said we need to look at making some of the road designs and some of the restrictions for larger lots easier to develop. Right now anything over a third of an acre does not pencil to develop because all the requirements within the City limits are so great. Everyone is moving to the County, that is where all the big houses are going. I think it is because of the sewer system, but also because the requirements to improve have got so steep. There are subdivisions all over though that have $300,000 homes, but I understand what you are saying. Commission Member Greener said I think this is a good fit. It matches what is right next to it and cleans it up, but we need to start looking at some more expensive homes. We have been doing a lot of this stuff the last couple of years.

Motion by Commission Member Greener to approve the amendment and zone change. Motion seconded by Commission Members Sorensen and Eberhard. Vote: Commission Member Eberhard – aye, Commission Member Greener – aye, Commission Member Janssen – aye, Commission Member Sorensen – aye. Motion approved. Chairman Capener abstained from the vote.

5. Adjournment

Motion by Commission Member Eberhard to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 5:46 p.m.
