TREE BOARD MEETING
FEBRUARY 10, 2022

Members Present:

Chairman LeFevre called the Tree Board Meeting to order at 2:01 p.m. The meeting was held February 10, 2022 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Those in attendance were, Chairman LeFevre, Director Fulgham, Superintendent Green, Mayor Holmgren, Manager Warnke, and Recorder Nessen. Also in attendance was Assistant City Manager Marc Christensen, Public Works Lead Rusty Scoffield, and City Councilmember Wes Estep.

1. Approval of agenda:

Motion by Director Fulgham to approve the February 10, 2022 agenda. Motion seconded by Superintendent Green. Vote: Chairman LeFevre – aye, Director Fulgham – aye, Superintendent Green – aye, Mayor Holmgren – aye, Manager Warnke – aye. Motion approved.

2. Approval of minutes—February 11, 2021

Director Fulgham clarified that the Board did not take action on the removal of the tree in front of the museum. The minutes need that correction.

Motion by Director Fulgham to approve the February 11, 2021 minutes with that correction. Motion seconded by Superintendent Green. Vote: Chairman LeFevre – aye, Director Fulgham – aye, Superintendent Green – aye, Mayor Holmgren – aye, Manager Warnke – aye. Motion approved.

3. New Business:

a. Discussion and consideration of spring tree plantings

Mayor Holmgren thanked everyone for all their efforts with the trees at the cemetery last year. That was a big project and you did a fantastic job.

Manager Warnke said our Land Use Plan is also looking at parks and it was determined that citizens would love to see us improve our parks and add more. As far as improvements went, they felt trees and shade were something that was missing. Superintendent Green said most of our parks are setup for baseball and soccer fields with open areas where trees cannot go. I have discussed two trees we could add near the skate park for Arbor Day. They are trees that would get 50 to 60 feet in the air. We do not want them to be intertwined. At Jeanie Stevens we cannot do any trees along the fence line or golf course because of sprinkler lines and they could hurt the walking trail in the strip of grass. There are some spots we could look into though. Coffee trees and Japanese pagodas are a slow growing tree, but more disease resistant. The type of trees will depend on what is available. The Board discussed landscaping for the remaining area near the walking trail and bathrooms. The biggest part of finishing that will be the concrete work.

Assistant City Manager Christensen said we did a tree survey in 2014 that shows what types of trees are good and work for the area. Public Works Lead Scoffield said we can come up with a list and see what trees we can get. The Board discussed potential options to add more to the cemetery whether it be trees or shrubs and how they would get water there. They also discussed which storm drain basins could have trees added on the perimeters and in park strips. Director Fulgham and Public Works Lead Scoffield will take inventory to see where things would make sense.

b. Discussion and consideration of tree removals

Assistant City Manager Christensen said Meadow Park has a few that should be removed. Mayor Holmgren said we need to get rid of the shrub stumps next to the Library. Councilmember Estep said there is some work we could do on the Main Street trees. Director Fulgham said we tried to get them up so they do not block the signs, but they are getting wiry. We hope to get some structure to them. We can remove trees as needs be. Assistant City Manager Christensen said a tree at North Park died last year on the south end of the bowery.

Manager Warnke said we are working on the budget and have a little bit of money and asked if we need more for trees. Director Fulgham said some money has been rolled over. For the trees at the cemetery, we got a lot of money from grants. Assistant City Manager Christensen said if you have a project, I could call Bill Bourgeous at Intertape. They like to help around Earth Day or Arbor Day. Director Fulgham said we will tell you what we come up with and then you can figure out what we can get with our budget and donations.

c. Update on Tree City USA

Chairman LeFevre said we received Tree City USA again. Assistant City Manager Christensen reminded the Board that they need to track the hours they are working on trees, whether it is planting or trimming. In December we provide those hours and that goes toward the budget we need for Tree City USA. For every citizen you have, you have to spend $2 on trees in order to stay a Tree City USA.

d. Conservation Easement – Holmgren Nature Preserve

Manager Warnke said land by the nature preserve was donated to the City. We own the actual conservation easement and what that means is we are responsible for the conservation to protect those values. This is related to scenic, visual, wildlife, and historic trails by the Malad River. We want to make sure that part stays good whether we work on rehabilitation projects or maintaining the weeds and ridding the area of noxious weeds. The Board discussed weed control and ways of staying on top of it.

Motion by Director Fulgham to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 3:17 a.m.
