TREE BOARD MEETING
FEBRUARY 11, 2021

Members Present:

Chairman Christensen called the Tree Board Meeting to order at 9:43 a.m. The meeting was held February 11, 2021 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Those in attendance were: Chairman Christensen, Director Fulgham, Superintendent Green, Councilmember Holmgren, and Recorder Nessen. Also in attendance was Public Works Lead Rusty Scoffield. Manager Warnke was excused.

1. Approval of agenda:

Motion by Director Fulgham to approve the February 11, 2021 agenda. Motion seconded by Councilmember Holmgren. Vote: Chairman Christensen – aye, Director Fulgham – aye, Superintendent Green – aye, and City Councilmember Holmgren – aye. Motion approved.

2. Approval of minutes—March 6, 2020 & March 13, 2020

Motion by Councilmember Holmgren to approve the March 6, 2020 & March 13, 2020 minutes. Motion seconded by Superintendent Green. Vote: Chairman Christensen – aye, Director Fulgham – aye, Superintendent Green – aye, and City Councilmember Holmgren – aye. Motion approved.

3. New Business:

a. Discussion and consideration of spring tree plantings

Councilmember Holmgren suggested seeing if some of the businesses that donated last year would do the same this year. Those who donated were Tree City USA ($5,000), Intertape Polymer ($2,000), Procter & Gamble ($2,500), and Rocky Mountain Power ($500). It would be nice to do something similar and finish off the cemetery. We could line the other side of the road and pick single plots that are harder to sell. Lead Scoffield said it depends on their location or it will turn into a mowing nightmare. Councilmember Holmgren said last year we spent less than $10,000. The cost was about $300 a tree. Chairman Christensen said due to the donations we did not have to pay anything. We bought 27 trees that were planted along the road to help fill that area in.

Superintendent Green said I have a few spots for trees at the Skate Park and Jeanie Stevens Park. I will take a chance and get some of these off deals to see if I can get another tree start. Maybe the purple flower trees that get big and flower almost all year. Director Fulgham said I would like to see trees go around the perimeter of the detention basins we use as park space. Chairman Christensen said he would talk to Bill Bourgeous at Intertape Polymer and Procter & Gamble, while Councilmember Holmgren would talk to Tree City USA and Ted Richards at West Liberty Foods about donations. Superintendent Green said trees were taken out of North Park Park, but some will be replaced this year. Chairman Christensen said we have money in the budget every year to do something (about $2,500). I would like to put a few around that new playground to provide shade. We could do a few trees at North Park and Jeanie Stevens parks. We could do another 27 trees at the cemetery contingent on donations.

Councilmember Holmgren said the Arts Council is working on having local Artist Doug Adams create a couple sculptures. One will be a statue on a pedestal representing gold star families at the cemetery, with another one at the library.

b. Discussion and consideration of tree removals

Director Fulgham said Karen Stokes would like the tree in front of the museum to be removed. Councilmember Holmgren said let us do that for her. Director Fulgham said we will work on that and patch the hole in the sidewalk.

c. Update on Tree City USA

Chairman Christensen said I estimate the hours the City puts into planting and taking care of trees within the City so keep that in mind since it is part of the application process. Councilmember Holmgren asked if the trees would be available and planted by Memorial Day at the cemetery. Director Fulgham said we could get them here first part of April and planted that month, like we did last year. Lead Scoffield said we will figure it out. It only took two days to plant the others. It is easier if City workers just do it. We prefer no volunteers for safety reasons. Director Fulgham said if you need publicity for Arbor Day we could pick a couple spots to have the public involved.

4. Comments/Reports:

a. Parks & Recreation Director – Marc Christensen

Chairman Christensen said we have talked about planting trees at the river bottoms. Councilmember Holmgren said the willows I planted worked across the river so they should work there, too. We would have to keep them watered and I am willing to do that. We would put them on the north end where the springs are. Chairman Christensen also suggested Sensation Box Elder trees that do not produce fruit and or attract Box Elder bugs.

b. Public Works Director – Paul Fulgham: None.
c. City Manager – Shawn Warnke—excused
d. City Council – Lyle Holmgren: None.
e. Parks Superintendent – Lynn Green: None.

5. Public comments: None.

6. Adjournment

Motion by Director Fulgham to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 10:20 a.m.
