TREE BOARD MEETING
SEPTEMBER 14, 2023

Members Present:

Chairman Holmgren called the Tree Board Meeting to order at 10:15 a.m. The meeting was held September 14, 2023 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Those in attendance were, Chairman Holmgren, Director Fulgham, Manager Warnke, Director LeFevre, Superintendent Green, and Recorder Nessen. Also in attendance was Public Works Lead Rusty Scoffield.

1. Approval of agenda:

Motion by Director Fulgham to approve the September 14, 2023 agenda. Motion seconded by Manager Warnke. Vote: Chairman Holmgren – aye, Director Fulgham – aye, Manager Warnke – aye, Director LeFevre – aye, Superintendent Green – aye. Motion approved.

2. Approval of minutes—February 10, 2022

Motion by Superintendent Green to approve the February 10, 2022 minutes. Motion seconded by Director Fulgham. Vote: Chairman Holmgren – aye, Director Fulgham – aye, Manager Warnke – aye, Director LeFevre – aye, Superintendent Green – aye. Motion approved.

3. New Business:

a. Discussion and consideration of fall tree plantings

Chairman Holmgren suggested they look at larger trees, saying even if we get fewer trees, it would be nice to have something with more caliper so it can survive the winter. Superintendent Green said we partner with Tree Utah and they are good at knowing which are the appropriate trees for where you are planting. Lead Scoffield said we usually get 20 trees and put five to seven per site. Superintendent Green said trees at North Park would be ornamental and those at Jeanie Stevens would be bigger shade trees. There would be nine between those two parks. Director LeFevre said we need to line the golf course again, that would create a good barrier. We would have to talk to those at the golf course for approval. We have a lot at Meadow Park that are sick or need to come out. We could replace those. Director Fulgham asked if they needed any along the nature trail. Lead Scoffield said it would be nice to have a few by the bench on the east side. There is not a lot of shade currently. The Board agreed they would focus on Jeanie Stevens and Meadow parks.

Doug Jones from Nucor Steel said we could have volunteers in the evenings on a Tuesday or Thursday. Chairman Holmgren said they would have the holes prepped so the volunteers could plant the tree. Lead Scoffield said last year we provided them with topsoil and they brought wheel barrels. They also did the tee-post to secure the trees, which Nucor supplied. Chairman Holmgren said October would be a great month. We could plant on October 10 and 12 at 4 p.m. and would provide refreshments. Tree Utah and their experts will select ornamental and shade trees that will do well here.

b. Discussion and consideration of tree removals

The Board then discussed trees that need to be removed, including five trees at Jeanie Stevens Park. Director LeFevre said several at Meadow Park are in poor shape and need to be removed or trimmed back.

Mr. Jones said he would round up volunteers for the two events—one at Meadow Park and another at Jeanie Stevens Park. Get me a desired list of trees for each one and specify the types of trees and what the goal for them is.

c. Update on Tree City USA/Nucor Steel – Doug Jones

4. Comments/Reports:

a. Parks & Recreation Director – Zach LeFevre

Director LeFevre said they would do an inventory of their trees and map out sprinkler lines so they know where to plant. The Board agreed it would be great to add trees to the park and golf course boundary for protection and more shade.

b. Public Works Director – Paul Fulgham: None.
c. City Manager – Shawn Warnke

Manager Warnke said there are a lot of projects going on. We would like to clean up Harris Park. There are elms and other trees that are less desirable. That would be a good project to work toward.

d. Mayor – Lyle Holmgren: None.
e. Parks Superintendent – Lynn Green: None.

6. Adjournment

Motion by Director Fulgham to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 10:53 a.m.
