Chairman Bench called the Land Use Authority Board Meeting to order at 9:04 a.m. The meeting was held May 17, 2017 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Chairman Steve Bench, Engineer Chris Breinholt, Director Paul Fulgham, City Manager Shawn Warnke, and Deputy Recorder Cynthia Nelson were in attendance. Director Christensen was excused.

1. Approval of agenda:

Motion by Director Fulgham to approve the May 17, 2017 agenda. Motion seconded by Engineer Breinholt. Vote: Chairman Bench – aye, Engineer Breinholt – aye, Director Fulgham – aye, Manager Warnke – aye. Motion approved.

2. Approval of minutes: May 3, 2017

Motion by Director Fulgham to approve the minutes of May 3, 2017. Motion seconded by Chairman Bench. Vote: Chairman Bench – aye, Engineer Breinholt – aye, Director Fulgham – aye, Manager Warnke – aye. Motion approved.

3. New Business:

a. Final Plat Review for Chadaz Estates Subdivision Phase 3A

Engineer Breinholt stated the developer asked to do a different road section. He is okay with the changes. Director Fulgham noted he told the developer to remove the drawing for the cleanout at the curb. It should be removed from the standard for the City as it has been changed per law. The City is required to notify customers through water mailers that they are responsible to the point of termination determined by the City.

Director Fulgham will purchase stamps to mark where the water and sewer laterals are in the curb. Engineer Breinholt said the other option is to put in brass nails after the cement is dry to mark the sewer and water. Chairman Bench noted that Code requires homes to have sewer cleanouts.

They discussed streetlight locations at the detention basin, a cul-de-sac, and one at the intersection. The intersection connection at 550 is tapered and approved by Engineer Breinholt. Director Fulgham said the Tremonton/Garland Drainage District manhole has been installed as requested.

Motion by Engineer Breinholt to approve the Final Plat and Construction Drawings for Chadaz Estates Phase 3A. Motion seconded by Director Fulgham. Vote: Chairman Bench – aye, Engineer Breinholt – aye, Director Fulgham – aye, and Manager Warnke – aye. Motion approved. Director Fulgham said the time to discuss marking the sewer laterals would be at the preconstruction meeting. Engineer Breinholt said the water laterals are not usually marked because the meter marks that location.

b. Discussion of rezoning property at Aspen Grove

Carl Liljenstope would like to turn Aspen Grove into an RV park. There has not been a site plan submitted yet. Manager Warnke would like to see the plan before rezoning. Chairman Bench said there are still a few residents in Aspen Grove. Director Fulgham stated the park will be built for the new generation RV’s as they are bigger and have slide-outs.

c. Walk ins*

There were no walk ins.

4. Comments/Reports:

Director Fulgham said Clayton Grover said he will be coming in to submit a bill for Legends. There are several tests that still need to be complete.

5. Public comments: Comments limited to five minutes.

6. Adjournment:

Motion by Director Fulgham to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 9:35 a.m.
