Chairman Bench called the Land Use Authority Board Meeting to order at 9:09 a.m. The meeting was held March 22, 2017 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Chairman Steve Bench, Engineer Chris Breinholt, City Manager Shawn Warnke, and Deputy Recorder Cynthia Nelson were in attendance. Director Paul Fulgham was excused.

1. Approval of agenda:

Motion by Manager Warnke to approve the March 22, 2017 agenda. Motion seconded by Engineer Breinholt. Vote: Chairman Bench – aye, Engineer Breinholt – aye, Manager Warnke – aye. Motion approved.

2. Approval of minutes: March 15, 2017

Motion by Chairman Bench to approve the minutes of March 15, 2017. Motion seconded by Engineer Breinholt. Vote: Chairman Bench – aye, Engineer Breinholt – aye, Manager Warnke – aye. Motion approved.

3. New Business:

a. Discussion and consideration of Preliminary Final Subdivision Plat for Holmgren Estates East Phase 5 – Lyle Holmgren

This item was not discussed.

b. Discussion and consideration of submitted Proposals and Statement of Qualifications for a Traffic Engineering Firm to prepare a Transportation Master Plan

Engineer Breinholt noted he never spoke with Ron Mortimer from Horrocks Engineers but he did connect with John Dorney. He also spoke to Ryan Hales from Hales Engineering. Horrocks Engineers did not intend to mention Impact Fee Facilities Plan (IFFP) in the proposal. If they do an IFFP, it would add an additional $5-10,000. Hales Engineering noted they turn the IFFP over to financial institutes such as Zions Bank. Both companies will turn over digital files to the City for the traffic model.

The Board stated a railroad crossing analysis was not included in either proposal but Horrocks Engineers will add one for $2,500. It was also noted that both proposals include Iowa String. Hales Engineering has included an analysis for truck routing. Horrocks Engineers would include an analysis for truck routing for an additional $2,500. There was discussion about the importance of the truck route. The railroad analysis would not be as important. The proposals are about the same amount once you add in the extra for the truck routing to Horrocks Engineer’s proposal.

Engineer Breinholt liked both plans. He noted that some of the elements in Horrocks Engineers proposal were more to his liking. Manager Warnke recalled a previous experience with Horrocks Engineers during his time in Moab City. There was a miscalculation and Horrocks Engineers submitted the claim to their insurance and took care of the additional costs to get it corrected.

He noted Horrocks Engineer’s proposal shows more traffic counts which is very important. They called Mr. Mortimer during the meeting for clarification on the traffic counts. They tried to call several others without reaching anyone. Mr. Mortimer noted they will work with the City and determine where to put up equipment for traffic study whether it is at intersections or roadways. They have equipment including cameras they use to gather the information. One intersection would count as one location. A roadway would be two directional with classifications. They pull any information from Utah Department of Transportation (UDOT) so that information is not duplicated. The cost is the same for 16 or 20 locations. The main cost is for labor to get onsite and put up the equipment. There may be as many as nine cameras at one intersection.

Manager Warnke stated the City is working with an Urban Designer. The focus will be on Main Street and there may be some cross over between the Transportation Plan and the Urban Designer. Mr. Mortimer said a meeting with the engineers is critical. Manager Warnke noted there may be one open house for both projects. Mr. Mortimer said it helps to get the public excited about their community. It is good to let public voice questions and issues. It is important for the public to be heard. A public open house would be included in the scope. Items in the future, such as Front Runner, need to be considered and put on the plan. Some things are not documented on the plan but are referenced on the appendix.

There was talk about the correlation between a transportation plan and land use. Mr. Mortimer’s call ended. The Board noted that Horrocks Engineer’s proposal included several items that were not specifically stated.

Motion by Manager Warnke to accept Horrock’s RFP and recommend to City Council. Motion seconded by Engineer Breinholt. Vote: Chairman Bench – aye, Engineer Breinholt – aye, Director Fulgham – aye, and Manager Warnke – aye. Motion approved.

Motion by Engineer Breinholt to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 10:39 a.m.
