The Tremonton Library Board Meeting was called to order by Secretary Diane Francom at 7:14 p.m. The meeting was held at the Tremonton City Offices at 102 S. Tremont Street, Tremonton, Utah. Those in attendance were Tremonton Library Director Kim Griffiths, Chairperson Oria Burningham, Secretary Diane Francom, Board Member Rick Jeppesen, Board Member Carol Jones, Board Member Annette Macfarlane, Board Member Lisa Unsworth, Librarian-Secretary Rebecca Jeppesen, Librarian Debby Carter, and Alysia Chapman.
1. Welcome
Secretary Francom opened the meeting.
2. Approval of Agenda
Motion by Board Member Jeppesen to approve the Agenda. Board Member Jones seconded the motion. Vote: Secretary Francom – aye, Board Member Jeppesen – aye, Board Member Jones – aye, Board Member Macfarlane – aye, Board Member Unsworth – aye. The motion carried.
3. Approval of Minutes from January 20, 2021.
Motion by Board Member Macfarlane to approve the Minutes from January 20, 2021. Board Member Unsworth seconded the motion. Vote: Secretary Francom – aye, Board Member Jeppesen – aye, Board Member Jones – aye, Board Member Macfarlane – aye, Board Member Unsworth – aye. The motion carried.
4. Public comments: This is an opportunity to address the Library Board regarding your concerns or ideas. Please limit your comments to three minutes.
Librarian Carter announced that Tremonton City Library is the first library in all 50 states to get a LSTA grant for recording and posting Bear River Valley stories onto kiosks, and we just received an ALA Grant, which will supplement it. Board Secretary Francom and Board Member Jeppesen volunteered to use their Facebook accounts to invite community members to share stories for our growing story collection.
5. New Business
a. Diane Francom is moving
This was Diane Francom’s last meeting with the library board. The library board signed a thank you card.
b. New Board Member
Alysia Chapman will be replacing Board Member Francom. Library Director Griffiths will present her name for the Tremonton City Council to approve.
c. Board Nominations
Chairperson Burningham and Vice Chairperson Aguilar have agreed to serve for another year.
Motion by Secretary Francom to nominate Alysia Chapman to serve as Board Secretary. Board Member Jones seconded the motion. Vote: Secretary Francom – aye, Board Member Jeppesen – aye, Board Member Jones – aye, Board Member Macfarlane – aye, Board Member Unsworth – aye. The motion carried.
d. Approve Naloxone/Narcan Kits
Tremonton City Library has the opportunity to partner with University of Utah and serve as a distribution center for Naloxone shots, which can be used to revive individuals who have overdosed on opiates/opioids. Naloxone only works to block opiates/opioids and has no effect on people who do not have opiates or opioids in their body, so it is totally safe if inadvertently administered to people who have not ingested opiates/opioids. This resource will bring peace of mind to families of individuals who are addicted to illegal opiates or prescription opioids. Businesses may also participate. Naloxone can be injected thru clothes and into large muscles. It works within 1-3 minutes and lasts for 30-90 minutes, while emergency help is on the way. Individuals can qualify to receive free, untracked kits, after completing free training thru the University of Utah. Our librarians will receive training and advertise the program. After using their Naloxone, participants will be able to pick up a free replacement at the Tremonton City Library, which will store 3-5 kits for this purpose. The goal of this free program is to reduce opiate/opioid deaths.
Motion by Board Member Unsworth to approve library distribution of Naloxone/Narcan Kits. Secretary Francom seconded the motion. Vote: Chairperson Burningham – aye, Secretary Francom – aye, Board Member Jeppesen – aye, Board Member Jones – aye, Board Member Macfarlane – aye, Board Member Unsworth – aye. The motion carried.
e. Discuss Summer Reading Program Party
Although we may still need to do some social distancing, the Opening Summer Reading Program Party will take place on June 4, from 5-7 p.m. The library will close at 3 p.m., so that the staff and volunteers can set up for the party. The theme is Tales and Tails. Librarian Carter has arranged for a petting zoo, ordered free stuffed animal prizes, and invited book authors to attend. Director Griffiths is looking into a Book Fair, with the hope of providing children with certificates to choose a book of their choice. She is hoping that the Tremonton City Youth Council will be involved again. Chairperson Burningham will arrange for a group of women to help during the party. If local volunteers are unable to present their puppet show, Board Member Macfarlane will check to see if the Brigham City Fine Arts Center might be able to perform a puppet show. It was suggested that the children might enjoy making puppets for one of their activities. Director Griffiths will call an extra planning meeting if needed. .
6. Board Reports
a. Library Director’s Report
In children’s programming, 5-7 preschoolers are enrolled in the 1000 Books Before Kindergarten program; 27 children (ages 2 to 2nd grade) are participating in April’s 2 X 2 Challenge; 155 children enjoyed Tucked in Tuesday Storytime crafts; 65 children made January’s snowflake Take and Make crafts; 90 children made February’s valentine crafts; 130 children made March’s St. Patrick’s day crafts; and 70 children made April’s Easter crafts.
Twenty-five families are participating in the Winter/Spring Page Turner Adventures program. The summer Turner Page Adventures will be combined with the Children’s summer reading program.
Eight teens participated in the Winter Reading program, and 23 teens enjoyed a Murder Mystery Dinner.
Seven adults signed up for the Book Club and 5 participated in the monthly book club discussions. Six elderly patrons are being served thru Books on Wheels and receive books every other Wednesday, when their Meals on Wheels are delivered. The library is thinking of adding bookmarks advertising new releases that the seniors might enjoy reading. Director Griffiths would also like to see books delivered to seniors who do not receive Meals on Wheels.
