Manager LeFevre called the Arts Council Meeting to order at 3:15 p.m. The meeting was held August 4, 2020 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Those in attendance were Manager LeFevre, Arts Councilmembers Ellis and Sorensen, City Councilmember Holmgren, and Deputy Recorder Nelson.
1. Approval of agenda:
Motion by Councilmember Holmgren to approve the August 4, 2020 agenda. Motion seconded by Arts Councilmember Sorensen. Vote: Arts Councilmember Ellis – aye, Arts Councilmember Sorensen – aye, City Councilmember Holmgren – aye, City. Motion approved.
2. Approval of minutes—no minutes to approve at this time
3. Business:
a. Discussion of Candy Bomber Mural
Manager LeFevre said Artist Erik Burke focused on the Jade Marble building wall and took our critics from our last meeting for this mural. What are your thoughts and ideas before taking it to the City Council for a proposal of our next mural? When asked about the wall to the south in conjunction with this one, Manager LeFevre said we could do it in the future. Each wall would cost about $12,000 so that would nearly double the cost. The proposed budget is $12,800 for this wall, including paint and materials. He is asking for $630 for his accommodations and $450 for travel. It would cost another $1,685 to add a UV coat to help preserve it and protect against graffiti, for a total cost of $15,565. Councilmember Holmgren asked if we have any grants? Manager LeFevre said not right now, our grant was taken away due to Covid for $7,000 for Box Elder Tourism. We have already budgeted $12,000 to $15,000 for a mural.
Manager LeFevre said last time we had the proposal with the gold wrapper, but wanted to see what a silver wrapper would look like. Which one looks better? Arts Councilmember Sorensen said I like the silver. Arts Councilmember Ellis said the hands are somewhat creepy in the silver one, but we could change the hands to the silhouette. I like the gold too it adds more color. Councilmember Holmgren said the parachutes show up better on the gold and the barbwire does, too. The silhouette hands seem to be more correct. Arts Councilmember Sorensen said I like how the silhouette hands and parachutes pop on the gold. However, there is something about the silver that just flows better. Both are great though. Arts Councilmember Ellis said the silver makes more sense as far as the candy goes, but for aesthetics, the gold is better. I wonder if there is a way to add some color to the plane, too. Councilmember Holmgren said there is not any reason why I like gold better other than things show up better. I am not sure how the barbwire would show up on the silver. Arts Councilmember Ellis said I like the warmth of the gold. Arts Councilmember Sorensen said I think the features of the gold are great. There is something about the gold to me that does not flow as nicely, but the gold one looks great and will serve our purpose.
Motion by Councilmember Holmgren to approve the gold color mural and recommend it to the City Council. Motion seconded by Arts Councilmember Ellis. Vote: Arts Councilmember Ellis – aye, Arts Councilmember Sorensen – aye, City Councilmember Holmgren – aye, City. Motion approved.
b. Discussion of Best of State Award in Utah
Manager LeFevre said the Best of State representatives stopped by and presented us with the Best of State Award for 2020 in Public Art. They gave us all the stuff that we would have received at the Gala had it not been canceled due to Covid. We are now in the Best of State book. They gave us a medallion and a trophy because Tremonton City was named the Best of State for Arts and Entertainment. We have had Best in State status for the past five years, but this year out of all the categories, we were selected by the board members as their top category winner for Arts and Entertainment. There are only 10 of these given out a year. He wanted me to know this was a big deal. I will present that tonight for the City Council and thank them for their efforts in improving the arts in our area. Hopefully that will help future promotion of the arts. It does make a difference in our area. People notice and talk positively about our public art collection. Councilmember Holmgren said it bodes well for your leadership in all of this, too. I think that is fantastic.
c. Future projects
Manager LeFevre said what do we want to focus on for next year? Our proposed mural of the Candy Bomber will be started in September and will take the artist about a week to complete. The property owner is on board, but he may be bricking in a window. If the Council approves it, then that will go into motion. We have the verbal agreement, but need to get the right-of-way to put that on there. There is a lot of flaking and chipping at the top that would need to be addressed prior. Most of the building is in good shape. City crews would do that work. Manager Warnke is working out the details, but it is moving forward. We are asking Artist Jason Nessen to finish his mural in two and a half months. The Candy Bomber mural will be the 2020 mural so we have to look forward to a 2021 mural, as well as other projects. It does not have to be a mural, but we do need a piece of art to continue with our public art program.
Manager LeFevre said we have talked about doing a summer concert series at Midland Square. If we want to continue with that, now is the time to start making preparations. Next time we meet, this mural will be finalized. Be thinking of other projects and how we can go about making them happen in the future. For our next meeting come with ideas so we can compile them together and create a list. If we are constantly making notes and putting them in a pool, we can grab from that. I will try to send out some reminders.
4. Reports & Comments:
Manager LeFevre said we do not have a chairman right now but we can nominate someone. Councilmember Holmgren nominated Arts Councilmember Sorensen as the chairman for 2021. The Arts Council agreed.
Motion by Councilmember Holmgren to approve Councilmember Sorensen as the chairman. Motion seconded by Councilmember Sorensen. Vote: Arts Councilmember Ellis – aye, Arts Councilmember Sorensen – aye, City Councilmember Holmgren – aye, City. Motion approved.
Manager LeFevre said in June he talked to Tamara Zollinger and she wants to be taken off the Arts Council for health reasons and issues with technology during this pandemic. That will be a future item of discussion so we need to come up with names of who could replace her for the City Council to appoint.
5. Adjournment
Motion by Councilmember Sorensen to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 3:47 p.m.

Follow-up items for the Council
The Council was asked to come up with ideas for future art projects and events. They were asked to text or email Manager LeFevre with any ideas and he would send out a reminder.
